I am pretty sure all of that is provided even better than in katar right now. It was no issue for Brazil 2014 alone so it wont be for the whole of sout america....

The owners would love seeing the subs on the new streaming deal, league would probably pay out a chunk of those extra subs to pay for it. MLS isn't a league that will allow its rules to get in the way of money.
