What I find interesting is why some countries produce so many good players, and not others.
For example - Sweden produces lots of excellent players, but why not Denmark, Finland and Norway? And Ukraine is a real powerhouse, but why not Bulgaria, Romania, Hungary and Belarus?

Well if u talk eastern europe, Romania has Nightend and deathangel and Ukraine's eastern big neighbour, Russia though a bit isolated, has many good players

In terms of players, I'd say it's between Sweden and Ukraine. The RTS (mostly WC 3) communities of these countries have produced some sick SC 2 players who are easily among the best in the foreigner's scene. It's not a matter of quality, but also quantity. Sweden and Ukraine have more tip top players than any of the other countries in contention, at least at the moment. Outside of Sweden and Ukraine, most of the other countries are around the same level with regards to their pro lineups: there's always a few who are right up there with the best, but not as many as Sweden and Ukraine. If I had to pick, I would put the US, Germany, Poland, and Canada as runner-ups.
In terms of scenes, I'd say it's the US. Biggest leagues (NASL, IPL, MLG), most money prizes, highest viewer counts. The US SC 2 scene is also a lot more international in terms of the players who are able to to participate in it than any other scene in the world. So to that end, I would say that the US could become the center of SC 2 in the foreigner's scene, if not the world, if it continues on its current trajectory.

The size of an eSports scene has a lot to do with the gaming culture of a country. Sweden is not only a power house in SC 2, but also in CS, WC 3, etc. By contrast, most of the other countries you mentioned have no comparable gaming scenes. Hence, not as many top players.
If you examine it carefully, the size and population of a country really has nothing to do with eSports success. India is the second most populous country in the world (~1.1 billion people), yet has no competitive gaming culture of note and does not register at all in the eSports scene. By contrast, Sweden has 9 million people, but has some of the best competitive gamers in the world in several games. It doesn't make sense until you look at the gaming culture.
As for why the gaming cultures of certain countries are better than others, that's a much harder question, and has all sorts of answers, ranging from the availability of broadband to the decisions of commercial sponsors.
For best player USA obviously if Blizzard would just balance the game for zerg Idra the worlds best player would be dominating everything.
All Jokes aside its pretty dumb considering Europe has the much better facilities and support than NA which is pretty unfair and predictable that EU players are of much higher quality. Any country that has a well developed e-sports scene will definitely be at the top.

The US has far more players in the Top 100 ELO in TLPD than Sweden. ThorZain and Naniwa are killing it right now, but MorroW is not what he used to be, and Sjow is no better than [insert random NA player here] in his current form right now.
Sheth, IdrA, Kawaiirice, Tyler, qxc, Response; but Sweden has others like Sase as well.
The real 'numbers' country is Canada, afaik they have the most players in the Top 100 ELO atm, but no real superstar.
As for my opinion, I think China, Ukraine, USA, Sweden, Canada, and Germany are the top countries.
Since there is no crossregion play, you can´t compare ELO points directly afaik.
It´s like saying NA Grandmaster #1 is exactly as good as EU #1 or KR #1. It may very well be that KR #25 is as strong as NA #1 or something like that. As far as I heard the EU ladder is on average better(Idra said so). (Actually he said NA ladder is so bad he has to drink to feel any challenge)
That said it´s hard to not rethink recent results. I like qxc, but he ain´t performing too well as of late. So if we for example take the NASL the only undoubtedly good americans are Idra & Sheth. Coincidentally both of them train on the EU ladder whenever they can.
Then for germany there are Darkforce, Socke and HasuObs performing really well. And I hate Protoss. Why can´t we have awesome Terrans and more Zergs?
Has to be Sweden, clearly. They have so many top players. Ukraine could fight for it if you had to name top5 only, but Sweden has many more very good players.
France, well sure they have some pretty good players. Just none of them are quite there as with Sweden, Ukraine and perhaps Germany. Seriously, it's jinro/morrow/naniwa/sjow or wra/dimaga/kas/strelok, you can't match that with any France setup. Germany seems to be clear 3rd in my books.

Sweden is always pretty good when it comes to esports. I don't think Denmark/Norway ever have same amount of high caliber players than Sweden in almost any game?
As a finn I can say that there are several very good players, but none are currently at very very top. Still there's 13 finns in grandmasters, so I wouldn't consider county as failure in sc2
