Actually, I think that's the best explanation because Caller said 11's army was elsewhere.
Another thing to note, nothing happened with 18 nor 14. Now this brings up an interesting case. Let's start with 18 first:
Clearly 19 attacked 17... but why attack 17 when 18, a neutral territory, is right by? Furthermore, how did 17 get taken over without taking over 14?
Hmm, well, there are 3 actions possible for 17.
If they defended, yet were defeated, then obviously 19 and either 16 or 20 are mafia.
If they attacked, then they most likely attacked 14, but that didn't work because the attack canceled out with someone else (20). Obviously they aren't the same faction, so why would 20 be suspected of Mafia over 17? Because 19 attacked 17 instead of going after 18 indicating sureness in winning that battle. (Hmmm, idk if Caller reports stale-mated battles.)
I doubt 17 would assist someone unless they have a heavy PM circle going on.
However, what would be the MOST helpful would be if 15 claimed to us what they did.
If 15 attacked 18, 16 must've also attacked 18.
If 15 defended, then 16 COULDN'T have attacked 18, 19, NOR 13. 16 could've attacked 15 or 17. If 17, then he's mafia. If 15, then 20's mafia. Which means, if we can get a role claim from 2 of the three: 15, 16, and 20, we can most likely nail 2 mafias.
If 15 assisted, telling us who they assisted would help a lot as well.
Anyway, from what I can tell here, I'm guessing 19 is probably Mafia, 16 might be Mafia based on what 15 does, and 20 has a higher chance of being mafia than 16.
Btw, Batmania and Land of Preemptive Retaliation both seem to be eliminated now, do we get the player's name who were eliminated? Also, we seem to have 5 nations with 2 territories now (1&3, 4&8, 5&6, 11&13, and 17&19) Do these nations get to attack twice/defend twice/send aid twice or only once?

a) no
b) no once only
