If you get boots other than Mercs or Tabi you often don't get Tenacity at all and instead go staight for QSS if you need something against CC. Partly because you don't even need the Tenacity, partly because you can't delay your big items by relatively weak dead end mid tier items. | ||

Fixed a bug where a capped Leviathan was reducing true damage according to the lol wiki, no form of damage mitigation mitigates true damage (poppy passive, alistar ult, etc.). True damage that is part of an auto attack will not apply if the attack is evaded or blocked by Panth's passive, and Kayle's ult blocks all damage, including true damage. edit: I type way too slow | ||

If I'm playing a ranged Cloak and Dagger is better but id still get Mercs on a melee since theres a higher chance youll get cced as a melee and the tenacity will help more then say the ranged thats in theory thats getting cced at a range so the less tenacity would be alright? | ||

You need to QSS and flash away or just not get caught in the first place. Tenacity won't save you so there's really no point in buying it. | ||

Re Mercs: Whenever you get Tabi I guess? HSGG sometimes goes Tabi Cho and then Moonflair or Eleisa. The current non-boots Tenacity items aren't very good though. Design is thinking of allowing you to upgrade them into something else further but no concrete plans. Pantheon's Passive blocks the physical component of an auto attack and nothing more. It has always functioned this way and has always pissed me off  . Seems sucky that I can block Ashe's frost shot and still get slowed by 35%. Should function identically to dodge IMO, blocking all on-hit aspects of the attack in question. | ||
