Secondly, North Korea moves stuff around on a regular basis and it doesn't necessarily mean anything. Unfortunately, with North Korea, you never know. Especially if some of the higher-ups in the military start fearing for their positions, seeing how Jang was arrested and executed in quick succession, and some sort of power play appears, a small-scale attack on South Korea (like the sinking of Cheonan or shelling of Yeonpyeong were) seems kind of probable, if I've understood the experts correctly.
