I thought Hecarim's Q was -1/2 seconds BASE CD? It is definitely not 0 CD Q.

Yes, but even with two stacks I assume it is only 0.4 seconds (2 seconds base CD, so 2 * 0.2 = 0.4). Skarner will essentially couple his Q with autos, since with each auto his Q WILL reset to 0. Furthermore, his Q gives him attack speed...

It seems really blatantly obvious that if you're an autoattack focused champ, Feral Flare is going to outdamage Elder Lizard.
And clear faster.
And give more gold.
The big issue is whether or not you can deal without the sustain.

Edit: But Skarner is pretty silly, had one outdamged everyone but the enemy Hec (and outdamaged my Hec) in the last game I played.

If anything, those win percentages are really not that strong (aside from sona, who is basically at Innervating locket levels) when compared with Riot's demonization of Spammable, low CD heals (and the GD/Reddit demonization of Nidalee spears).

not sure about lee sin changes. I was hoping for minor changes (tweaking ability ratios) in order to nerf his godlike early game and buff his abyssmal late game.

Skarner aint gonna be able to gank against that horse. Skarner still have to auto attack to trigger his Q, the horse only need to run and spam QQQQQQ. And his E does knockup like every 4 sec or so.

Horse only needs tp/ghost, clear jungle to get fast lvl 3, then back, buy and tp to lane for an easy double that gets you really rolling :p

am i the only one annoyed by the wardens mail change? now when u start cloth armor u have no longer option to build it into wardens and ur pretty much pigeonholed into building tabi, chain vest already builds into shit ton of items that change was unnecessary imo
