It is. The lack of "we need replays!" fervor is probably the result of us effectively having them through LoLReplay. Once they started working with spectator mode, the only thing Riot can really add is a built-in interface. Most of the reasons people really clamored for them (we need them to grow eSports/so I can pretend to be Day9!) are fulfilled.

How should i build Olaf top lane? Right now i'm using Philo - HoG - ( d shield if having a hard time) - warmogs - randuins - negatron - shurelya.
I was watching the top laner of dignitas and he got a really early GA. Also how good is phage-frozen of him? i imagine if you're hitting your axes you shouldn't need it, right?

There's no strict "build" order for olaf, it's really matchup dependent. Early shurelya's is a nice key item, but depending on how your team is doing you can afford to get it later as opposed to rushing it. Randuins is another great item, you can usually delay this one til around lategame.
Other big items include aotl, hexdrinker (maw), fon, sunfire cape, frzn heart, frozen mallet, etc etc. There's tons of builds that make olaf effective, it's differs based on matches.

People mostly get mallet because of the stats on Olaf, I think. HP and AD. But yeah, warmogs is a common first item, aswell as items that give CDR (Glacial shroud/Kindlegem). Hexdrinker is built quite a bit aswell due to his damage already scaling with how low HP he gets. In the end it all depends on your lane opponent and his team. Olaf can push well on his own already, so generally Sunfire Cape isn't necessary.

I dunno, I just click on Annie most of the time and her passive's icon tells me if it's up or not. During ganks and/or teamfights where I'll have something else selected and won't bother switch until things set down I'll just assume it's always up.

Yeah that's the point, if you assume it's always up sometimes you can lose a fight by being too timid. it's just an advantage, not a large one, but a slight advantage for having a skin is a slight advantage.

You could argue that way but I would rather call it a bug, because all the other skins do not provide any advantage whatsoever. So saying "Pay to Win" sounds like as if Riot implements on purpose features into their skins to provide advantages, which is not true. If pros agree on it, Riot should fix these specific skins though.

Vlad's Legendary definitely does have a better autoattack animation, it has noticeably less of a windup, allowing you to CS a bit more easily AND you can AA harass much more easily, especially since you can move into a brush/away from creeps and not take aggro.
