Also on cait should I be going BT first? In all my games I've gone IE>PD>LW (if I'm versing armour stack ill sit on a zeal and rush LW, is this ok?)

Basically. Vayne is one of the best duelists in the game and the best ADC duelist by quite a lot unless you are a fed blue ezreal who can poke her down, or are just so fed or surprise her so badly that you can just roll over her. Or if she just has real bad mechanics. Going 1v1 as an ADC vs her is just not a safe idea in a reasonably fair engagement. If her ult is down you can be much more aggressive, but still dangerous. As Cait you will have to be majorly fed to win a 1v1.

When Panth has 2 shield charges and uses his w, does he now have three charges or do the 2 charges disappear (now that he has a new shield)?

Using his W just sets his passive to on, regardless of stacks. It will get used up as normal by the next hit and then you can stack it again. If you already had it up when you used W you don't get two layers or anything like that.

If you're exerting map pressure, your buff camps aren't sitting out to rot, and you're tanky enough to be a douchebag in teamfights, low farm on a jungler is fine. Bonus points if mid or someone is taking some of your jungle farm.

howdy, I have just been starting to play a decent amount of league nowadays. I'm currently around lv 23 and I'm just wondering how people specifically get better at the game.
I have a question about how to use resources. I was masters terran in sc2 and I got there that off watching replays, emulating some players and of course playing a shit ton. That said, I would like to know what resources there are for lol. For example, what is a good lol replay viewer or something. Also is there any custom map to practice mechanics?
And also curious what are the skills and attitude that separates the bronze, silver, gold, diamond and challenger leagues?
and currently I'm just trying to master one champion, Lux. lazers woo. range of a siege tank

People have had some trouble with LOLReplay lately but it's still the only LoL replay option. Google it and you should
get it easily.
You can also easily make any custom game from the "Play -> Custom Game" buttons in the UI. From there you can practice CS, Smiting, skillshots, w/e.

If you like range, champions like Ziggs, Zyra, and most of all Xerath could catch your eye. Don't hesitate to try them when they're free.
There are stream aggregators (plug-ins for Firefox and Chrome too) on sites like solomid.net, lolking, etc. where you can try to find streams of players using stuff you're interested in. However, a bunch of LoL comes from decision-making and understanding of the game (lane dynamics, damage potential of champions at different levels/points of the game, etc.) so playing it helps, checking the wiki too, or just trying at least 2-3 games of each champ whenever you get the chance, so you know what they do and how they work.

Is Vayne seriously the best ADC duelist by a long shot? I was under the impression that Draven could easily take her in the early levels. (I know that this is certainly not the case in late game though)

After 6, on even footing, and with a bork, vayne is almost certainly the strongest almost certainly. If any of those factors are missing, it depends on the situation.

Pre-6, sure, Draven can dump on her. Post-6 and post-BORK/BT it depends on how far draven is ahead.
Also, getting condemn-stunned is an auto lose when dueling her. As nearly anyone, unless she's MASSIVELY behind. And I mean like a full 3k gold item behind. I don't care if you're Zed, you're losing the duel if you get stunned by her.

1. Which champions apart from junglers are actually interested in AS marks right now, off-laners in particular? Are AS marks even strong enough for these champions to specifically want them over AD marks?
2. I've already got an armour/gp10/MR/gp10 support page for squishy greedy play, got a runepage open for another one. There's obvious stuff (like Hybrid or Magic Pen marks, armour seals, MR glyphs, gp10 quints) but I can easily use an existing page (with AP, MS or AD quints instead of gp10 so not that big a deal) for these. The "specific" page I could muster up would most probably be a mp5/gp10 one for spam happy supports, is there a known cookie-cutter page for this? The one I've heard about is armour or MR marks, armour seals, mp5 glyphs, gp10 quints.

I'm running the armour/gp10/MR/gp10 on every support atm, including Leona. Like such a squishy page could prevent her from forcing you to manmode!
