I'm surely biased but I'm going to make a recap on Spain history on the last years to try to show you how the "luck" or as I prefer to call it, the thin line between success and failure has appeared:
1984 Eurocup On the last qualifying match Spain needs 11 goals to qualify over Netherlands. The match was against Malta.On the first half they were wining 2-1 but They did it! Spain won the semifinal against Denmark on the penalty shootout and in the Final, their star of the tournament, the goalkeeper Arconada, let an easy ball go in and lost to Platini's France, the host. That's quite a lucky run with an unlucky finish xD
1986 World Cup Out in quarter finals, vs Belgium, lost at a Penalty shootout (4-5) thin line
1988 Eurocup Out in the first round, nothing to mark except a weird match against Italy (1-0) but meh.
1990 World Cup Out in 1/8 finals, 2-1 vs Yugoslavia so close...
1992 Eurocup Not qualified.
1994 World Cup Spain was the scoring leader at the moment and had won every single match. Quarter finals vs Italy. With 1-1 on the scoreboard and under the spanish siege, Roberto Baggio manages to score on a counter attack and set the 2-1. On the 93 minute, during a cross Tassoti hits with his elbow Luis Enrique's nose and breaks it. The penalty would be the 2-2 and therefore overtime against 10 men but never got called. The thin line was painted with blood this time. Italy lost at the finals.

When you look at isolated incidents it might appear like the line is really thin, but when certain things happen systematically time after time, the line widens a lot when looking at the big picture IMO. It is NOT a coincidence that Germany almost always end up on the right side of the line and Spain doesn't.
