Jokes aside, high ping may be a valid reason for forgetting an upgrade.
Experienced it many times when playing cross server. If you are playing really fast, some commands in a sequence just don't get registered even though you clicked/pushed the button.

PvP pretty volatile as we all like to meme. Astrea took that map off Trap last season with a strat that Trap had never seen (proxy-void all-in vs fast exp)—just need to pull out two of those in a series :0

I don't think the code is flawed, it's probably more the lag messing up with the player's tempo.
Not entirely sure, but I believe the mineral/gas count is decremented on the front-end post-ping, so if there is lag and you build something, say Upgrade A, the cost will be deducted only after the response from the server and if you queued up Upgrade B before the money for Upgrade A got deducted, you may no longer have the money for the second upgrade, even though it looked like you can afford it when you clicked it.
In low ping scenario you would notice right away and repeat the operation or make a mental note to do it later, but in high ping scenario you could already be microing an attack when the "not enough minerals" message appears. Sure it's still on the player to double-check such things, but high ping may fool your mind here into thinking you did something when it was actually a delayed failure a few milliseconds after you already switched the context.
