Lategame Terran armies are notoriously difficult to control properly due to the extreme mechanical demand of managing Bio+multiple siege units+multiple spellcasters coherently. Foreign Terrans lack the raw mechanics to do this, hence they are inferior to their Korean counterparts. It's not like the concept is hard to grasp or something, random forumgoers can understand it easily enough.
By saying foreign Terrans are good but lack the mechanics, you're basically saying "they aren't worse, they're just worse."
