I can ask all my questions since it's a newbie game...

What are standard distributions for number of mafia with or without a serial killer for a 13 player game? I understand if depends if town gets a bunch of vigilantes and doctors there would be more mafia. So, assuming a normal number of blues, would there normally be three or four mafia?

Has a serial killer ever won?

If a Godfather dies, does his reveal text saw townie or Godfather? The OP didn't say explicitly that death would reveal a person's alignment (at least not when I read it).

Does the game start with a day and subsequent lynch? Will there be a mayor elected?

If someone is roleblocked, are they notified that it happened, but not who did it? If they are roleblocked twice do they get two messages?

All I can tell you about the setup is in the OP.

Serial killer wins are uncommon but happen. You can look up statistics in the most excellent sticky: TL Mafia Database.

When a godfather dies, his full role is revealed; the same as for anybody else.

The game starts in the day phase. There is no mayoral election.

If someone is roleblocked he will receive a message stating that fact, not who did it. The message will be the same regardless of the number of times he was roleblocked.
