1. This is something that can be essential to either turning the tides of battle into your favour, or give you the opportunity to escape the battle without losing too much. Vortex and Recall are for obvious reasons especially against Zerg. Neural Parasite I consider as Crowd Control against Protoss, if you can Neural Parasite the Mothership, it can greatly change the outcome of the battle. While in large quantities, you can use Infested Terran to impede on your opponents movement, snipe the Mothership, absorb tank fire, or even kill the tanks. Nuke again, obvious reasons.
Now this was purely to show that for most of the usage of spells, they are balanced. Some say Psionic Storm is just over powered, but it really only have one real usage, and that is just to do damage, where Seeker Missile is just as effective on Broodlords, as Psionic Storm is on Bio. EMP also will not kill the Protoss army, but when used that the beginning of an engagement it nullifies half the health of most units, and removes the energy, and detects cloaked units. The spell has multiple uses. Some may say Fungal Growth is over powered, but in reality Zerg needs Fungal Growth to make up for their lack of variety in spells, it takes up the use of Detection, Impediment, and Damage.
Plus, if you’re going to complain about this table, please note, I’m a Protoss, but got many opinions from other races, and using the excuse “well no one uses it” doesn’t resolve the fact that it can be used for that purpose.
Also there are some things that aren’t spells that solve the issue of a race not having a spell for it. Example, Defensive Impediment; Terran’s Supply Depots can be lowered and raised, along with their buildings can move to help create defensive impediment.
I am up for adding things to this list, or changing things if convinced otherwise, but I drew this up for not only quieting the balance whiners, but to calm my yearnings of imbalance (as I am doing my best to prove to myself the game is balanced).

Hmm, i think there is much more than what you put up on your table here. You can't just count how many usage there are for spells and say "see they are balanced! Each race has impairing spells, attacking spells...". You have to take into account that, for example, fungal growth is a detecting, attacking and impairing spell at the same time whereas psionic storm/forcefield/seeker missile or neural only has one of the three. You have to take energy consumption into account as well and how many damage it's dealing on how much surface, how many time it takes from the creation of the unit to the moment it can cast the spell... it's a lot more than just what you're implying imo.

Yeah, this isn't really balance. For the sake of argument, lets say that HSM and psi storm are equally effective. HT cost less, take hardly any time to warp in, don't clump nearly as much, and morph into a crazy good attacker.

How do you compare Hallucination to Infested Terran or Auto-Turret? How can you show any sort of balance without showing some actual numbers? You wouldn't just that Zealots and Zerglings are balanced because they're both melee units.
Yamato and Strike-Cannon are more of spells than Nuke is (it's more like create intercepter). If you're going to count burrow as a spell (escape mechanic) what about siege mode and viking landing?
EDIT:You included economic spells but are still neglecting creep spread and supply call down. EDIT2: Supply call down actually fits better into your "economic spells" section being compared to chrono and larva inject.

This doesn't make much sense... "crowd control" usually refers to limiting what an opponent is able to do... Fungal, Vortex and FF fit this category best. I'd also include stuff like EMP, Feedback and NP as typical crowd control.

Although theoretically the spells all has certain roles which should make each race complete, seems that most of the complaints being the units themselves are not as flexible nor numerically balanced to fulfill those roles from all the balance whine threads.
That is why you see things like, Buff HP pls, more movement speed pls etc.
The funniest posts I have seen was the infestor complaints Before movement nerf - Infestor is too fast! can't kill them cos they run away! After movement nerf - Infestor too slow, now they are always behind the main army!
