Naniwa was well within his right to complain about the stream delay. He was unsporstmanlike about it but these situations are completely different.

After the series he even suggested that Happy couldn't win without cheating. This is completely inacceptable.

So I think IAMPRO is right here, there is a lot of inconistence going on. was naniwa even in the wcs system at the time? if he wasn't, it would be rather hard to punish him for something in a non-wcs tournament

Different tournament. Different game, even... It's not Blizzard's job to punish Naniwa for rude comments in the past. They acknowledged his bad behavior and are keeping their eyes on him. The inconsistencies are imo with the community that calls for Naniwa to hang moreso than when it comes to other players...
