There were parts of the game where the difference was 70-30 for terran players (yes, the 1-1-1 era) and all that was said was 'Protoss need to learn to deal with it better'. Now, if you are saying Protoss is slightly bit easier to play at the very very top then terran, I think it may be true (although neither of us will know, cause neither of us play T AND P at the highest of highest levels). And if you are saying that forein terrans suck and they always sucked and they always will suck - well that's also true.
