Hello TeamLiquid,
I would like to introduce a new project we plan to start, tentatively in February.
We want to start a new league, much like other major sports leagues in North America ie. NHL, NBA, etc. The league will consist of teams from each province or state, and will feature the best 6 or 7 players of these regions. We understand that this is a tremendous project and that this is something that's going to take a lot of time and effort. This is why we are starting this thread: We want to know if the community is interested in seeing something like this and we want to hear whatever YOU have to say about our project.
However, the basic idea is simple. Each team will have a 'captain' and he/she will be responsible for submitting a line-up a week prior to game time. Players will then play through the set line-up until one team wins 4 sets.
We have already talked to the players in British Columbia, and know that the players in Alberta are interested. If you think YOUR area is the best in North America, please take a quick look below and let us know what you think!
With saying that, we'd like to kick off this league with a showmatch event, tentatively scheduled on February 4th, 2012.

Assuming a league consisting 30 teams, the regular season will be 14 weeks long. There will be 15 teams in West, and 15 teams in East. Each team in the West will play once against each other every week, and vice versa for East. Top 8 teams from the West and East will move on to the playoffs (16 teams total). Each round of playoffs will be played every week.

Line-ups are due on every Friday
(ie. For the first week, line-ups are due on March 2)
Games must be played between Saturday and Thursday midnight
(ie. For the first week, games much be played between March 3 - March 8)
Due to the large number of games being played every week, we simply cannot cast and stream every series. The league will select 3 'featured' series every week to be broadcasted: one series on Friday, Saturday and Sunday. We will try to cast as many games as possible, and the results will be archived on Sunday to avoid spoiling results.

Eligibility:
- All States and Provinces in United States and Canada can register for the NSL.
- Players must be currently residing in their respective Province or State. Players that are attending schools in a different area, or are on long-term work permits, must play for the Province or State they are currently studying / working in.
ie. If you live in New York, and you go to Stanford University, you must play for California for the duration of the degree.
- Players must be able to prove their residency upon request.
- The minimum number of players per team is 6, but it is highly recommended to have a bigger roster of players in case some players are busy.
- Only players that have played in regular season are allowed to be fielded in the playoffs.
- A maximum number of 3 players from the team house can be fielded in a given series.
Alternates, Substitutions, and Forfeits:
- Each team is given an allowance of "X" substitutions per season.
- Only one substitution is allowed per match, and substitutes must be the same race as the original player specified in the lineup.
- After the "X" substitutions are used up, any subsequent substitutions must be agreed to by the opposing team.
- Teams with more than "X" match forfeits or a total of "X" set forfeits will be removed from the league for the remainder of the season.
**X is to be determined after the number of teams is finalized
Administrative rules:
- Each team will have a manager that is responsible for organizing his or her team, submitting lineups and results, and serving as a point of contact with NSL staff and other managers.
- Lineups are due a week before the date of the match, by 11:59pm PST; thus, a game played on Sunday must have the match submitted no later than Saturday night at 11:59pm PST. They may be submitted and/or changed by the captain at any point before the deadline.
- Each match will have a pre-set date and time. Matches must be played at the default time unless both teams agree to play their matches beforehand. No matches can be postponed. Exceptions may be granted on a case-by-case basis.
- Teams are considered no-shows 30 minutes after the proposed time, and are given an automatic match loss. This counts as a forfeit loss.
- Players are considered no-shows 10 minutes after the preceding set ends and are given an automatic set loss. This counts as a forfeit loss.
- IN ORDER TO CLAIM A FORFEIT LOSS: screenshot and email us as much information as you can. For example, screenshots of battle.net where their team is offline, chat records, IRC records, confirmation from the opposing team's captain.
- Winning team manager is in charge of reporting the results and collecting replays for all matches to be submitted.
Gameplay rules:
- All games will take place on Battle.net North American server
- All games are to be played in game mode 1v1 and game speed Faster.
- In-game chat should be limited to pp, ppp, or related (for PAUSING the game) and gg, good game or related (for ENDING the game). Players can ask to remake the game in the first 30 seconds if there are latency issues.
- Only players and commentators are officially allowed in game. If both players agree, observers may join the game.
Bannable offenses:
- Smurfing, maphacking, observer hacking, in-game coaching, and any type of behavior that gives an unfair advantage to a player can be grounds for a permanent player ban.

We are currently talking to Memory Express, ASUS, Antec and Samsung to finalize some details.
For the first season, we will try to provide at least some hardware prizes for the winning 9 players.
