Update 6: In order to optimize the league scheduling, I'm going to cap the number of teams at 28. I have 25 right now, for your reference. If I get an unexpected number of last minute rosters, we may have to do a small qualifier, I'll let you know then, but for now, I'm looking for 3 last teams.

Hello TeamLiquid,

I would like to introduce a new project we plan to start, tentatively in February.

We want to start a new league, much like other major sports leagues in North America ie. NHL, NBA, etc. The league will consist of teams from each province or state, and will feature the best 6 or 7 players of these regions. We understand that this is a tremendous project and that this is something that's going to take a lot of time and effort. This is why we are starting this thread: We want to know if the community is interested in seeing something like this and we want to hear whatever YOU have to say about our project.

However, the basic idea is simple. Each team will have a 'captain' and he/she will be responsible for submitting a line-up a week prior to game time. Players will then play through the set line-up until one team wins 4 sets.

We have already talked to the players in British Columbia, and know that the players in Alberta are interested. If you think YOUR area is the best in North America, please take a quick look below and let us know what you think!

With saying that, we'd like to kick off this league with a showmatch event, tentatively scheduled on February 4th, 2012.

Each player will play a best-of-1,
Each series will be best-of-7.

7 of 8 maps will be played every series, and they will be rotated around every week.

light green = regular season 'featured' stream schedule
light blue = playoffs stream schedule

Assuming a league consisting 30 teams, the regular season will be 14 weeks long. There will be 15 teams in West, and 15 teams in East. Each team in the West will play once against each other every week, and vice versa for East. Top 8 teams from the West and East will move on to the playoffs (16 teams total). Each round of playoffs will be played every week.

*Schedule Deadlines*
Line-ups are due on every Friday
(ie. For the first week, line-ups are due on March 2)

Games must be played between Saturday and Thursday midnight
(ie. For the first week, games much be played between March 3 - March 8)

Due to the large number of games being played every week, we simply cannot cast and stream every series. The league will select 3 'featured' series every week to be broadcasted: one series on Friday, Saturday and Sunday. We will try to cast as many games as possible, and the results will be archived on Sunday to avoid spoiling results.

Eligibility:
- All States and Provinces in United States and Canada can register for the NSL.
- Players must be currently residing in their respective Province or State. Players that are attending schools in a different area, or are on long-term work permits, must play for the Province or State they are currently studying / working in.
ie. If you live in New York, and you go to Stanford University, you must play for California for the duration of the degree.
- Players must be able to prove their residency upon request.
- The minimum number of players per team is 6, but it is highly recommended to have a bigger roster of players in case some players are busy.
- Only players that have played in regular season are allowed to be fielded in the playoffs.
- A maximum number of 3 players from the team house can be fielded in a given series.

Alternates, Substitutions, and Forfeits:
- Each team is given an allowance of "X" substitutions per season.
- Only one substitution is allowed per match, and substitutes must be the same race as the original player specified in the lineup.
- After the "X" substitutions are used up, any subsequent substitutions must be agreed to by the opposing team.
- Teams with more than "X" match forfeits or a total of "X" set forfeits will be removed from the league for the remainder of the season.
**X is to be determined after the number of teams is finalized

Administrative rules:
- Each team will have a manager that is responsible for organizing his or her team, submitting lineups and results, and serving as a point of contact with NSL staff and other managers.
- Lineups are due a week before the date of the match, by 11:59pm PST; thus, a game played on Sunday must have the match submitted no later than Saturday night at 11:59pm PST. They may be submitted and/or changed by the captain at any point before the deadline.
- Each match will have a pre-set date and time. Matches must be played at the default time unless both teams agree to play their matches beforehand. No matches can be postponed. Exceptions may be granted on a case-by-case basis.
- Teams are considered no-shows 30 minutes after the proposed time, and are given an automatic match loss. This counts as a forfeit loss.
- Players are considered no-shows 10 minutes after the preceding set ends and are given an automatic set loss. This counts as a forfeit loss.
- IN ORDER TO CLAIM A FORFEIT LOSS: screenshot and email us as much information as you can. For example, screenshots of battle.net where their team is offline, chat records, IRC records, confirmation from the opposing team's captain.
- Winning team manager is in charge of reporting the results and collecting replays for all matches to be submitted.

Gameplay rules:
- All games will take place on Battle.net North American server
- All games are to be played in game mode 1v1 and game speed Faster.
- In-game chat should be limited to pp, ppp, or related (for PAUSING the game) and gg, good game or related (for ENDING the game). Players can ask to remake the game in the first 30 seconds if there are latency issues.
- Only players and commentators are officially allowed in game. If both players agree, observers may join the game.

Bannable offenses:
- Smurfing, maphacking, observer hacking, in-game coaching, and any type of behavior that gives an unfair advantage to a player can be grounds for a permanent player ban.

I think a bo9 with 9 players each would be stressful to organize and schedule.. and I also recommend ace, makes it much more interesting. I would say:
6 1v1 + ace
Or
Bo9 GSTL/WL format

Fitting eighteen schedules is kinda tough :\

All being said, sounds cool I'm interested. I'll see what I can manage in my area soon.

This can be epic but will take a lot of work.

I just want to express some concern about the best 9 players from each region. If you just let that region decide by itself, it's gonna be chaotic. The WCG does this but they let pretty well trusted companies organize the tournies and such. You should put guidelines on how they do it, like if it's a tourny. Or just change it to 9 representatives, where you approve the players yourself, as long as they are willing to play and are "decent". Or something like that.

I root for Euro Zergs, NA Protoss* and Korean Terrans. (Any North American who has beat a Korean Pro as Protoss counts as NA Toss)

The format with the number of players have been noted. We initially planned it with 11 players, then cut it down a little. We do understand where the problem comes from though, and will take another deep look at it.

Of course people are interested, Any high quality major league will be a instant success, given that the people behind it knows what they are doing this should be a no brainer, you don't even have to state that question. However will this be be yet another hobby project with bad production and horrible coordination, or is it a project where people actually will base their effort on the knowledge that's already out there and make it awesome?

So my question is this: Is this another NASL where everything from the sound to the spelling of "Aiur" will look like a scramble in the last minute or will it look great, regardless of shape or form it may come in?

as far as I see this is not a major league, you cannot compare this to NASL
its a regional tournament with most likely some hardware prices

I'm going to be perfectly honest here too. A lot of it is still in the planning stages. Me and the guys from cybergaming atm are no where near enough to make this as epic as it can potentially be. However, every great thing has to start somewhere, right?

We're going to need a lot of help and coordination from local 'captains'. We're also going to want well-recognized casters. We need to confirm sponsorship details. We don't expect everything to come at once however, but we're willing to do whatever we can to make this work.

This stuff is so cooool but no1 really players around here more than casually. Although, a few do want to get better but just not enough interest really for something this big. Our CSL team rocks tho so whatevr pfff

Seems interesting, though the details need a little polish. Not many of the best players will play for nothing more than a few pieces of hardware, methinks.

But there's no harm in trying - I'm always game for another league, if it can get to the high standards set by IPL, GSL, TSL, etc. I guess my advice would be: look back at other leagues (here's looking at you, NASL!), and see what worked for them and what didn't. Anyways, it sounds like a totally awesome idea! I wonder how many high-level players are here in New Jersey. My younger brother is high masters, and he'd almost certainly be down to play if you need him

Something you might want to think about, use the method IPL uses. They cast the replays, which handles a lot of the scheduling problems. The players play it out and they send in the replays.
Sometimes you have to touch the stove even if you know you'll get burned.

How can this possibly work when Arizona has ALL of team EG? I doubt many of those players would be interested, but still, residency is a seemingly unfair way to break up the teams. Maybe by homestate or something? I dunno...

- What is the prize/prizes situation looking like? Incentive to play (aside from pride) is kinda big as far as participation/effort in peoples' play go.
- Are there any plans to do this as a joint project with another organization, like Playhem or something? Or will this be an entirely from-scratch project?
- I almost feel like 9 players is bit much, especially starting out. Somebody brought this up earlier. Maybe bring it down to 7 or even 5 and see how things work? I understand this will be largely dependent on how much interest is expressed in this... just want to throw it out there.

Regardless, I am interested. I'm a masters zerg from Washington state, and am willing to volunteer to be captain if nobody else is willing to do it. It'd be more appropriate for people more established in the Washington area to do it (I literally know 2 people here that play IRL), but I'll take the reign if nobody steps forward.

Looking forward to how this pans out.

its going to be really tough tho to find all the best players in specific broken up regions of NA. You would need some kind of place to mass register players and where they are from so they can meet up with eachother before hand to discuss who is the best. Or you may have liek 1000000 people in california for example who think they are top 9 but no way to figure it out

Cool! If you want to do that, that'd be sweet. I'm still willing to help if you want to hold some sort of qualifier or something. You'd have to have some way to verify that they are actually from Texas, and some fair way to pick the top 9 (and maybe some backups) I suppose.

Being from saskatchewan, i feel that if i practice enough i can get on our team . This is exactly what i think starcraft needs. A league that can give SC more exposure while letting players practice more and feel more like a community. Also this fills in the huge gap between ladder player and pro gamer. The jump just feels so dauntingly huge right now that this is what we need to really get esports into the life of everyone.

But people can't be trusted like that, there will be bias and it won't be completely fair. We need a governing body (like the OP) to give rules for tournies, for example, to decide which are the "top 9" from each state/province each season.

For a start BO9 is crazy, it will become such a slog for the casters and viewers watching that many mediocre (non big-name) players.

Best of 7 would be better.

Instead of trying to start a gigantic project and diving in at the deep end, why not try organising a mini-tournament, 4 states, BO7 - see how it goes, see if it works, see if there is interest.

At first glance this looks scarily like what I am working on with the semi-pro league here: http://www.teamliquid.net/forum/viewmessage.php?topic_id=290439
But note that CanucksJC setup is for teams from specific areas, not individuals... sort of like the CSL without college is what it looks like to me. There are also different rules allowing different players to participate; pro gamers allowed vs only semi-pro/amateur. I wish CanucksJC the best of luck with this. Let me know if you need any help finding people in the New England area. You could say I know a few people.

Its not that hard to be in the US if you are from Mexico. :p

Either way, good luck with it. Some what over-ambitious which is worrying but it would be cool if there was a NA version of ESL/IEM which was multi-country but for the Americas. Just hope that MLG doesn't beat you to it. :O

Did you read the OP bro? Every state/province/probably Mexico too in foresight, will be able to participate this is simply probing for interest.

I have no problem getting preliminary things cleared up for any PA players, but I believe we need a standardized method to poll for player interest and eventually to decide the 9 front line and any subs.

I also need clarification if this is going by place of residence or hometown or any other method of determining validity.

edit: let me clarify my question a tad more: there are plenty of college students ranked quite highly on the NA ladder, their residence is currently split between their college town/state and their home town/state, the OP mentions that players must currently reside in the state they register for...but which state might that be for this league? ><

I'd like the re-emphasize the difficulty of a Bo9 with 9 players on each team - I suggest reducing to Bo7 + ace match (three less per team), or Bo9 WL/GSTL style (four less per team).

Firstly, Greenland, as it is part of Denmark, is considered part of Europe. It also is not, along with Saint Pierre and Miquelon and Bermuda, a sovereign state. Secondly, I'm confused-- when did Central America become a continent? Places like Trinidad and Tobago, like Nicaragua or St. Lucia have more of a right to a North American League than do European provinces. Central America is within North America.

I hope this works out. The community needs more of these kind of leagues for the amateurs who wants something to play for and with some kind of clan they can practice with. Maybe someone takes the initiative to host a clan league open for everyone in the future when we get clan support and there is more clans or something, but now all I see is just a ton of tournaments for the pro's and pro teams but nothing to actually help the foreign community and it's players.

this is by geographical standards. The Caribbean and Central America are parts of North America yes, but these countries constitute the geographical North America. They do this by using the plates. The Caribbean plate and the Cocos plate separate these countries listed above from the rest of the americas. Anything on the Nazca-South american plates are parts of South America as a continent, whilst those countries on the cocos/caribbean plate are classified as central america. So while technically there are 23 or so countries part of North America, but when you take into account all the information you are left with only the ones above.

Also, puerto rico, guam, and numerous other countries are/were US protect/provinces yet never once were they considered part of USA. When talking about countries and what continent they belong to, solely geography comes into account not ownership.

tl;dr actual proper geography would have had 3 different continents, and this is the geography taught in most USA, canadian, and as far as i know, mexican schools.

will people damn follow my other post before acting ignorant about the original. But to state anyway

those countries are consided "non sovereigh territories" yes, but stop nitpicking. They are territories in the geographic region of north america. Most of those other countries aren't in the correct geographic areas.

North america geographically is situated above the cocos/caribbean plate, central america i situated on those plates.

to copy the idea from a tl;dr, geographically north america does not have those countries/territories but central america which should be an independent continent. That is pretty much what is taught over here.

There will definitely be skill disparity, and we can't avoid that. Take a look at other leagues too, there are always going to be top-tier contenders and bottom-feeders. CSL does very well even with a big skill gap, and people enjoy playing for fun as well. I hope that this isn't a serious issue ^^

Not sure what your example is suppose to add. Of course some states will be worse and some will be better. However, it doesn't have to be because of population. For if that was the case, the United States would have fifty times as many good players as Sweden.

Compare Iowa to the biggest state and it has roughly 10% the population. So if Sweden can beat the US with 2% the population, Iowa sure can beat the biggest state with 10% the population.

You could even it out by combining it in to regions. This serves two purposes:

1) evens out the population discrepancy
2) increases the skill level of the games, and even if the population isn't totally evened out the fact that the populations will be so much bigger it won't be as big of a deal (which is what Paladia is missing)

It'll also make it easier to manage for a league that doesn't appear to have much support yet etc.etc.

Update 2: Made a change to the regular season format. Teams will now play a best-of-7 series, with the 7th set being the Ace match. Also updated some rules that people brought up regarding team houses and current residency.

- Players must be currently residing in their respective Province or State. Players that are attending schools in a different area, or are on long-term work permits, must play for the Province or State they are currently studying / working in.
ie. If you live in New York, and you go to Stanford University, you must play for California for the duration of the degree.

- A maximum number of 3 players from the team house can be fielded in a given series.

Hmm I guess I should word it better. Say you live in New York, but you attend Stanford University and you live near the campus, then you play for California. Basically, you play for wherever you're currently living in. Sorry for the confusion

Im concerned that the winner of each set of games will be the team with the most grandmasters. I live in Connecticut, where pretty much nobody plays starcraft competitively. With this current format one player would not be able to carry a team. Say CT plays california or BC, i play my match and win, then the other players on my team have to play the other 9 grandmasters from that given state, resulting in an automatic loss just because we dont have as many grandsmasters.

TL;DR The ability of a state or area to win this league is almost directly proportional to the number of grandmasters said state has.
Top competitors would probably be Texas, California, New York, and BC

I don't know, but I'm pretty confident that no european would want to watch this for several reasons.
First of all the matches wouldn't really be top notch so to speak. Having top ~ 400 in america duking it out isn't really what i would call "high level play" even though I could understand how it would be interesting for americans.
Also i bet the broadcast times will suck for EU.

Maybe you are completely targeting americans tho, in wich case my comment is completely without any meaning.

I would watch this if;
A)the prodution is good enought
B)something better is not on(GSL, MLG, IPL etc..)
C)good casters

if the player aren't knowned i can check it out in the same, A NA GM player isn't GSL material but the games might fun and entertaining if the prodution and casting is good!

GL guys seems a worthy idea for europe to follow, a master euro league with all the top players by country!

Doesn't the "revised" bo7 series get away from exactly what you wanted to get at; the player depth in a given area? Everyone can field 3-4 GM players and have them duke it out, but what about past that? This was the whole point of the BC/AB argument that sparked this idea: The 3 AB top dogs can complete with the top BC players, but past that is where BC would shine.

That is a good point. However, we have to respect the skill gap and the depth difference of provinces/states. If BC and AB wanted, we could have a BO31 showmatch and have an epic line-up of players, however, same can't be said for many smaller states. Some regions can only field 4-5 high level players and have to round off the roster with a 'mediocre' player.

I believe that the BO7 covers an area that lies in the middle; Some areas will have trouble finding 6 competitive players in any given series, and at the same time, areas with a deep roster can still shine by having the luxury of selecting the best possible 6 or 7 against a specific team.

Also, we can extend the format to a BO9 in the playoffs, which is probably a lot closer to what we were initially looking at.

Yup, there is no limit in the number of players per roster. It will be up to the managers to rotate them around and field the best possible lineup

Is there any restriction on the number of players from a single team that can be on the roster/lineup? I don't think Arizona has put a team together yet, but if team EG felt compelled they could all just decide to BE team Arizona if they wanted since they all live there now. I guess along those lines, what constitutes a "resident?" Are you thinking resident in legal terms, like they've lived there 6+ months, or just that they are currently living in that state? What about players that are temporarily gone, like those doing a stint in Korea?
By the way, I'm helping put together team Texas, but if you want any help organizing the tournament, I'd be glad to chip in.

The team house rule needs to be amended or something. Only fielding 3 players isn't a handicap in the slightest in a bo7. The states with RGN and EG in them will dominate if these teams elect to participate, unless some change is made that disallows pro houses from competing.

Possible amendments:
- You MUST have lived in your current state for 12 months otherwise you play for the state you come from.
OR

Some regions are really stacked T.T (i.e. California). Would be nice if North Carolina and South Carolina could combine to form a Carolinas team, as I know the good players around here and it'd be much better of a showing if that were done as opposed to either state standing alone.

One change we can consider again is to change the number of 3 maximum players to 2 players, and increase this number back to 3 in the playoffs when the format becomes BO9.

I didn't want to read through every post to see if this was covered, but I think you should consider changing it to regions instead of states. For example, in the smash community it's split into New England, tri-state, Norcal, Socal, Pacific Northwest, South (Florida + neighboring states), MDVA, etc

Granted, there was no online for that game, so traveling was very important for tournies. However, pitting a state like New Hampshire vs California seems pretty one sided considering the potential talent pool, no?

It has always been State by State, some people were apparently confused by the random map of NA that I chose to display at the top.

I will release a list of confirmed regions with managers shortly after the holidays, and I can PM you the info of the Maryland manager for now.

I wouldn't worry about this too much. EG members rarely come to local LANs (not more than one at any given event, I think), and the team probably would not be very interested in investing time in the event unless you are planning on putting on significant prize money. For example, IPL wasn't even able to get them into the Team Arena Challenge tournament, and that was only a couple week commitment with a well known organization for a decent amount of prize money.

I just want to say that I think CanucksJC is doing a great job so far listening to and responding to all of our concerns. I trust that he and the people he's working with will make this a great tourny.

I do think that it should be considered that if a state or province cannot form a functional team (not necessarily a good team, I think that's too subjective- regions that can't organize the minimum number of fairly high-level players to be competitive) within some allotted period of time, players may be absorbed into an adjacent state/province that does have a functioning team (possibly including Puerto Rico, Guam, other territories that are municipalities or the U.S. or Canada). This would be a little simpler than just combining regions (as no new managers would need to be found, or new teams created). This could be double-checked for fairness by ensuring that no absorbed region plus the absorbing region out-populates California (the most populous single state/province by far). The combined region would then play under the name of the absorbing region to keep things easy and avoid having confusing proprietary regional names. The ultimate benefit of this would not be more teams (as would be the case if small regions combined to create new competitive regions), but slightly more even teams by representative population which could, at least in theory, result in somewhat more competitive play within the whole league. And it would have the huge benefit that any good player in the U.S. and Canada would at least have a chance to play.

With that change I think it would be much more fair, I doubt EG will field 3 players every week anyways, if any team were to do that it would probably be RGN.

When you say Bo7 do you mean 4 v 4 (4 players from each team)

Or 7 v 7 (7 players from each team) because you make it seem like a 7v7 with each state fielding 7 players total in a match the way you word certain rules

The managers are responsible for putting together a roster and sending out players for each series. So talk to them if you are interested in playing!

check the list in the OP, he has contact info for all states that currently have managers. if your state is not listed, then no team /manager has been formed/selected.

Really hope this gets off, but I have my doubts on how many hardcore fans will follow. Internet breaks many local boundaries, and there are several examples of fans rooting for foreigners (in the real sense of the word, not the SC definition) vs. locals. The only real way I see this taking off is through Barcraft, where fans can physically relate with locals.

I completely agree, we will have to re-evaluate after the first season.

However, we have already witnessed signs of regions forming rivalries, and developing local communities to put together a competitive team. And I think that alone will keep us running in the future ^^

I think it's a terrible idea to go by states/provinces. Sure that may be what the NBA/MLB/NFL does on the surface, but none of these leagues actually have 50 teams because that would be ridiculous as far as scheduling is concerned and it would also spread a limited amount of talent across a large pool, resulting in a lot of terrible matches (California vs. Nebraska? Really?). All of those other leagues are also not actually regional competitions in the sense that you seem to be suggesting for the NSL. All the teams in these leagues are private organizations which are tied to their region only by name. New York Mets players aren't all New Yorkers. They're a collection of people hired from all over the place that may or may not reside in New York.

I suppose it all comes down to what exactly your actual goal is. Are you looking to create a professional league or an amateur league? Who exactly are you trying to reach as an audience and why do you think they'll pay attention to this league over the many high level leagues that already exist? Gaming isn't like "Little League" sports where you have a certain feeling of regional pride or heritage. I think the closest you will actually get to that is on the national stage and even that is questionable (The WCG idea just seems to become more and more irrelevant as time passes.) Gamers tend to identify more with their clans or teams which more often than not aren't rooted to any region or even nationality.

Of course this is ultimately your league and you're free to do what you want, but given the massive amount of work it looks like it's going to take to organize a project as ambitious as this, I just don't see it getting a proportionate amount of attention.

I think we would like to put state by state, at least for the first season, as it is much like a 'test season' for us. If we see that region by region may work better, we may implement that, but again, we want to keep things simple. We also have other cool ideas to implement in the future as well if the first season goes well :D

Im a little concerned with the maps choices. The GSL maps are fine, however the MLG maps don't seem like the are the most popular selection of maps, but as least its not Steps of War and Xel naga.

PLEASE GOD! Use different maps! Use some of ESV's maps! They look awesome! Just, not these same old maps. Please not these same old maps. Or at least keep the map pool open, so that when the GSL or MLG puts new maps into rotation, you can too. Maybe with a month's notice to the players that the round in a month will be on the new maps.

I think NC has enough to field their own team, speaking unofficially I request that you remain South of the Border (and buy me some fireworks while you are there). Otherwise, we will see you in the winners circle...even though I suck just enough to probably not be on our roster.

Note for people not in this area: South of the Border is a mini theme park type truck stop just south of the border between NC and SC on highway 95 that I've always wanted to stop at, but looks just shady enough to feel I might get knifed while there.

Replace Shattered Temple and Shakuras Plateau with Metropolis and Dual Sight. There's a reason GSL removed those maps like a year ago.

I am really excited for the new map pool, and I will definitely be watching season 3!

I'm a little worried about adding Metropolis though, with the island expansions in their current state. Ohana RE is wonderful and should be a great addition!

The District of Columbia team has officially braved the challenge of creating the only team composed of players from a single city! Our team is based off the George Washington University team (the only purely-DC group of sc2 players known to the community) so we have a great start with a bunch of Masters players with competitive build orders and strategies. We currently have room for additional Diamond, Masters, and Grandmasters players. If you are a rare specimen like us, contact me to join the team.

In order to optimize the league scheduling, I'm going to cap the number of teams at 28. I have 25 right now, for your reference. If I get an unexpected number of last minute rosters, we may have to do a small qualifier, I'll let you know then, but for now, I'm looking for 3 last teams.

Virginia and Washington look like they have the ability to beat Cali, but you're right, it's going to come down to who shows up.

I am only capping teams so I don't have to change the schedule back and forth, everything we have set up at the moment is just a demonstration of what it could look like ^^.

I actually have been getting a lot of good suggestions from different managers, and we believe that we have a decent schedule that can work out. I haven't been updating the details too much on this thread, other than the contact information of managers and participating regions, but I will work to fix that.

Yeah sask is hurting for players. I've found exactly the minimum to make the cut but we're going to need more if we're planning on actually having people show up..
