It is quite obvious, Messi is thinking about leaving Spain after his recent sentence without renewing his contract. And Barcelona is trying to stay at his side with this campaign with the hope of convince him to renew his contract in the future. (Retarded) Club Business stuff.

This kind of comments is flat out stupid. He has thousands of contracts all over the world of various natures and legal contraints each, If you think he magically recieved an statement saying "your income is X you need to pay Y sign here" it is not the case. He prolly has a team of accountants on payroll only to know how much taxes he has to pay.
Also, one could claim that the Spanish government taking taxes from his commercials on the U.S. with nike is totally ilegitimate. He has made millions trough the years for the spanish government and got treated like shit, he is rightfully pissed.
Personally I'd rather messi use his money on charity than the corrupt spanish government.
