I've actually tried Triforce on Zilean and other unconventional Triforce users in bot games or on my smurf once or twice. I don't think it's a terrible item on anyone for the mid game state but it falls off on anyone who wants to make use of multiplicative scaling. Eg. Annie might want cdr, mana, mana regen, ap, and magic pen (flat and %) as well as anything that scales off those stats (lichbane and Deathcap). But for that one item timing, Triforce isn't bad on her.
I think Triforce is fine on anyone who can use all of the stats but many champions (bruisers in particular) have this power window where the ADC isn't destroying them in teamfights. That's why they build Triforce. To exploit this timing window. And of course some champions can proc Triforce's passive more than others.
Guess there is truth to "low efficiency though". AD, mana, hp, crit low efficiency on Annie
I don't smurf much and when I do it's almost always because my friends want me to smurf or I got a timeout.

spectral wraith did get remade. it gives more regen and slightly more AP, but no longer has spell vamp and also has two new passives: UNIQUE Passive: 5% of spell damage dealt to monsters is restored as Health and Mana. UNIQUE Passive - Bounty Hunter: Champion kills, assists and epic monsters grant 30 bonus gold and large monsters grant 10 bonus gold.

This does two things for Janna
1) Solidifies the fact that she doesn't need boots, build AP instead 2) Turns all that AP into damage for her carries
At 200 AD you will grant +18 damage on your shield, have +26% (and +3%) Move Speed.
I mean, Janna is ridiculously strong at the moment with AP without AP scaling on her E this doesn't seem to nerf her (as i thought they would most assuredly have to)
