If you're really innovative: Teemo AD with support Heimer, both at 40% CDR. If you don't stack blinds you can continuously blind a target forever.

What's the reasoning behind going for a high ceiling champ? Smurfing is a pretty bad place to improve your mechanical skills, but a pretty good place if you want to focus on the basics.

I'm starting to think Viktor is super weak, though. Was against a Ryze that I had a bunch of trouble to shove out of lane because he started ward+5 health pots+4 mana pots and he took E at level 2, letting him push the wave everytime we traded so I couldn't auto him too much, nor use E to counterpush (not enough mana against his pots), and Ryze isn't even suited for this kind of play/strong early on. I'll try flask/full pot openings, because the MS from boots isn't worth it if you can't properly abuse your opponent, and with how people tend to get better/more aggressive now, I find much harder to farm till around level 6 and 1k gold (what I used to do, abusing the 21 util to all-in at level 6, always forcing a back if not outright killing before the 9 pots opening, the going back and buying augment+ward/pots), especially with all those gank-heavy junglers being popular (a bit less so now, thanksfully). Plus, Viktor is still super vulnerable since W doesn't count as an escape (the casting animation and the prep-ing time on top of the low range make it so most gapclosing champs, and other like Nasus, can get on top of you/cc you anyway) and he has to push to bully people. Add to that the existence of bulwark, predominance of HP items amongst junglers, and unless they go full retard (like the wriggles/mercs/triforce who was jungling for Ryze) you can't ever 100-0 them during the midgame unless they are kind enough to sit in your ult for the full duration, and I don't think I'll call that 100-0 considering it takes 7 seconds (you even get another Q/E cast before it ends), while his kinda pathetic range makes it so he has a hard time reaching the backline (well we know he never was an initiator, too much delay on his stuff: Q travel time, E DoT, ult DoT component too, W horrendous priming time, so he's not the same kind of burst mage as Annie).
I find that independantly from the current popular champs (we don't see as many Katarina anymore for example) he's just way weaker in s3 than s2 because his damage isn't as threatening in the midgame, making him fall off much faster. You can't really afford CDR or utility (Rylai/Grail) unless fed because it'll delay your damage until you've missed your window, your squishiness hurts a lot but there's no real tanky+damage option (Rylai is 80 AP on a 3k item, and RoA messes with your power curve). Of course we could consider Guise for the early burst, into later Liandry's, but if you're in for poke then there are far stronger, safer and/or (but most often and) better scaling options than him for that. At this point he falls off so hard I'd rather have LB than him in the late game, because she has better odds of reaching a target she can actually kill, has mobility to avoid people bursting you down in the cc+Q back and forth travel time window, and has more damage too (and immediate peel if needed).
I'll try some other builds, but unless you're up against a comp that doesn't have many tanky champs (Ryze, Diana, etc. narrow your impact a ton as soon as they pick up some negatron item), has inferior wave clear and lacks mobility/other long range poke, I don't really see why you'd pick him anymore. He falls off too hard, too early, without bringing anything more than damage/poke in the midgame (only average poke), and his item timings and paths seem fucked up (especially how hard it is to have mana regen+augment, the new dring passive is pretty bad for pokers because you won't be killing stuff everytime you cast).
Guess I'll try some augment+sorcs into either guise or rabadon, then the other. Also Ryze is a prick. 625 range Rune Prison means that you can't Q anything if he walks up to you during a teamfight, unless somebody else comes closer. :<

I still think Viktor will continue to be a mediocre champion unless you can find situational uses for augmenting his other 2; he was never weak and I don't think he'll ever be unviable because of good base values and range. However, his strength should technically come from adaptability, given how he's designed, but if he is forced to augment E every single game then it takes away a pretty big portion of his best features.

Mass pot openers still v. strong against him. I should try a mass pot opener. I feel like Bulwark and high health builds really hurt his effectiveness, it's too hard to 100-0 people in the mid game now. He just seems much weaker in season 3 than he was in season 2. It's hard to get CDR on him early and he falls off without it late. Any suggestions?
