It isn't even close. The decision making required on Xin is close to nonexistent... sadly I saw a lot of bad Xin's before his nerf. People have kind of stopped playing him since then.
Sion is a character with an idiot threshold though. There are a decent number of people who don't seem to know that he can ignite his shield prematurely.

Dude, AP sion is like the most ridiculous champ ever......Faceroll easy CS, unstoppable in lane.
Yeah you can't totally carry your team or initiate teamfights but he is preposterously good. I've played probably 25 games with him now and havent lost my lane once or even been in danger, gotten like 12 first bloods and having best CS in game without even trying. Even if you run a 1v2 lane you can clear the entire wave under your tower and not miss any cs as well as being completely safe with your shield and bullshit stun.
BTW I've been building him 2dring>boots>kage/NLR>Dcap>deathfires>whatever endgame you need
I havent seen any guides advising deathfires but the CDR is great and the shot adds the critical damage you need to gib people with one QW combo as well as helping deal with fat tanks who he has issues killing. The mana regen is also always used.
I have only lost 2 games so far with him, one was a leave when my internet dropped and I reconnected 6 minutes in, and the other when I first blooded and opened 6-0 but every other lane fed and I had to try to initiate every teamfight because everyone else was too squishy. You cant really do that with sion and we lost. Also fiddle fear.

I found him pretty boring because of this, actually. Really feels like he lacks depth, he's not very rewarding, unless what you love is chain-killing people in 3 clicks. :/

AP sion works well up until the point that the opposing team realizes that AP sion is hard countered by damage. >_>

I think Wota is kinda broken item. Revolver is what, 15% spellvamp for 1200 gold? And then for another 900, you not only get an additional 10% spellvamp, but you give it to EVERYONE NEAR YOU?
That doesn't add up o.o;

Ok so I got thinking last night about what is the best start for a standard ap caster like annie or brand so I listed the 4 standard starts below.
3 Doran's Rings
Gold: 1425
Stats: 300 health, 45 ap, 15 mp5 and 3 item slots.
4 Doran's Rings
Gold: 1900
Stats: 400 health, 60ap, 20mp5 and 4 item slots.
ROA
Gold: 3035
Stats: 450+180 health, 525+200 mana, 60+20ap, 250 health and 200 mana restored on each lvl and 1 item slot.
Morello's Evil Tome
Gold: 2350
Stats: 75ap, 12mp5, 20% cdr and 1 item slot.
Take what you will from the stats, I have no real idea why I just did that.

I learned so much from watching Reginald play Sion
He abuses the champion to the max
3 doran rings, boots of mobility, oracles, clears all ward with mobility, wave clears and ganks constantly. All 3 lanes win, then he just split pushes the entire game, while clearing baron wards, and 1 shots anyone that tries to stop it.
It actually takes a lot of depth once you realize your goal isn't to just win your lane but to win all 3 lanes
EDIT: Morello's evil tomb is a support item lol. It's a waste if you can get blues
