Hmm, no nerf to Talon or Akali? so silly, they need to hurry up and find a fix. Hopefully after tournaments are done, they'll start putting more nerf/buffs on characters. Between Akali and Talon (who got slightly adjusted last patch by the way), I think it really should be Akali getting toned down a bit. But then again, she is sort of high risk high reward - counter pick her ass and see her doing literally nothing later in the game. Concerning Kat, I really don't know what they were thinking. If Shunpo had a minor silence on it, that change would be awesome for the laning phase, considering you could BB->Shunpo and run before they can trade with you. That being said, Kat is already on of the weakest laners in the game and, in my opinion, NEEDS to W-E instead of W-Q in order to trade effectively, if she can trade at all. Later in the game, you will almost always want to use W for your E, simply because there's no reason not to. If there is a Soraka on the enemy team, you just straight up kill her and if she wastes her heal on herself, well, there you go, their AD carry is helpless for the next 18 seconds. It's nice for positioning sometimes I guess, but if they decide tweaking Kat, why in such a non-mattering fashion? Also: Sion apparently is a strong late game champion. There's just no way to stop him from bursting your team. Real Morello? When I heard this I facepalmed so much. I hope that facepalm hurt because that's not what he said.

Actually no. Headbutt's range is nothing to be ashamed of, and people do get cautious when you start to go toward them, like with any tanky thrower (like Singed). You headbutt + pulverize and thats a couple seconds of free damage on him. Not bad at all.

Energy costs go down in many cases and afaik never increase. Mana increases with champ level, Energy stays the same. Mana can be itemized, Energy not, and Energy costs are designed around that.

Nerfing Sion is just so stupid. He is not imbalanced in lane at all, he has a terrible late game, he just is very easy to play effectively.

Unharassable, auto-pilot farmer that turns into 50%+ targeted burst on anything not at least a bruiser.
This change not only reduces the burst, but makes it possible to sometimes meaningfully harass Sion.

What are you talking about. The conservative patch was like 1-2 patches ago. This is for the S2 start patch. Of course the S2 start patch would be a bit jarring.
EDIT: Sorry, just saw the patch preview now, kinda weird thing to say...
About the masteries though: at first I was skeptical, then I saw how they put some of the best stuff at the tops of trees. Stuff like +xp and things like that. Looks like there's going to be some really interesting builds. But, masteries are a part of balance regardless of how minor the effect is. This could cause chaos for some time while they reassess who is OP under the new possible builds.

The only reason I banned Sion is because he is just such a good pubstomper in general. He punishes too much when there's really not too much to punish. Smart or coordinated players can deal with him very easily. He never really poses much of a threat when we are playing together as TL B.
But I love how Morello is like "This is a tournament patch, so we don't want to mess too much with the champions." But then goes along to be like "Here's all these new summoners and masteries that are going to COMPLETELY revamp the way the base game will be used." It'll be super fun and interesting messing with all this stuff.

By the way, does the current high-end offensive mastery (+4% damage) affect stuff like Vayne's silver bolt proc or Cho's feast?

The nerf to sion was the same as the xin nerfs. Sion's real strength in lane is autoclearing the creep wave after a few levels so it's hard to shut down his farm, but because he has only 2 damage spells his lategame is weak. Any good team just can focus him and blow his shield before he gets close to eliminate half his damage potential. If you nerf his scaling it just means that's even easier. It won't affect anything vs shitty pub players but it will fuck him over royally vs any competent team. The same can be said as to why xin was nerfed so hard. He is so one dementional like sion that nerfing his numbers to make him not pubstomp will simply outright kill him in competitive play. The stealth champs like eve also had this problem where not being able to deal with it in solo q = they nerf it but that destroys them in competitive play because arranged teams can deal with stealth better.
The whole "banned in this elo" is meaningless because solo q most people don't play as a team well compared to a real arranged 5s. The skills involved in the 2 are entirely different when it comes to teamwork, knowledge, etc. Edit: fuck my phone for autocorrecting nerf to nerd or need randomly zzzz
