Imo the main reason why ranged DPS is dropping in power (aside from the introduction of champs like Irelia and Nocturne, lol) is the item changes Riot has made. IE was nerfed, LW doesn't provide ASpd anymore, Sheen/Triforce was buffed and plenty of tanky DPS make good use of it. Many burst casters can abuse ranged DPS ever since Deathcap found its way into the game. Banshee's Veil was nerfed again and again.
Those changes mean that now as a ranged DPS you don't shine with just an IE. LW doesn't give you great DPS either, you still lack ASpd. In the mean time, tanky DPS can build very useful parts of Triforce while grabbing some tank items as necessary. Ranged DPS needs some 10k to have a well rounded build (lacking defense though) while tanky DPS can always buy some 1.5k item to balance out their builds at any point in the game.
Enough ranting.

What Ashe REALLY needs:
Q: 14/18/22/26/30% + (0.1*AP)% slow, capped at 50% bonus slow (500 AP).
R: 1.5 AP ratio
I would just like to point out that a good Kog Maw doesn't get any of these nerfed items except maybe BV. I know it doesn't *really* address all the complaints people have listed about Kog, and attack speed TF of all things is most likely a better solo pick than attack speed Kog just because of stun and ult, but if this is your reasoning then Kog Maw certainly has something going for him that other ranged dps don't, even if he lacks cc/true escape and tanky DPS have been buffed overall.

I'd use sion's stun and shield even if they had no AP ratios...but it doesn't mean it'd be fair to sion to remove those AP ratios...
Conversely, people still had to use Ezreal's ulti even when it had no AD ratio simply because they had it, but they went ahead and added AD ratio to it, and the game didn't break. Adding AD ratio to buster shot wouldn't break anything.
Almost all skills are worth using because you HAVE them, but it doesn't mean they can't be tweaked to be better... I don't really understand phreak's point.
The numerical damage of skills is an important aspect of balance in addition to their utility. Seems like a real cop-out answer to say otherwise.

Feels like riot is just taking the piss atm. to buy 1 6300 champions it takes 89 games. (not counting the daily first, and lets say you want to do this over a two week period it's still 60 games, that's ridiculous). It has gone from a free to play to the largest money grubber out there, it's sad.
This ofcourse asuming that you win every single game you play.

I think one thing they mentioned was that on some champions they have AP ratios just so that if you happen to get any AP (trinity force tanky meta lolololollol) it doesn't feel like a waste.
I think that's the reason more than anything else, they just like mixing things up for no particular reason. As long as the skills are balanced numerically it doesn't make a difference unless you want to shift early/late playstyles on a champ.
