I really haven't seen a ranged dps crush by himself in a long time. They feel like a really big liability most of the time, like locodoco said, and even the ones that are good early (like urgot) are not very strong late game compared to bruisers and tanks.

HP stacking won't help them, armor stacking won't help them, the only thing they can stack is MR which would leave a good opening for people on your team who do physical damage.
Kogmaw gets shit on by bruisers because although his dps is high he has no cc and no escape mechanisms. So once you're on him he's basically dead.
As much as I love icathian surprise he really probably needs a passive that doesn't involve him dying.

The ability can have an use even if it deals no dmg, yes, but that doesn't mean it's balanced.

I'm sure it's not like there's a golden fucking rule above Riot Offices that says "If thy skill haseth a utility use, there shall be'th nay AD scaling." It's more of a guideline to follow, aka Ashe doesn't need AD scaling on her ult.

Imo the main reason why ranged DPS is dropping in power (aside from the introduction of champs like Irelia and Nocturne, lol) is the item changes Riot has made. IE was nerfed, LW doesn't provide ASpd anymore, Sheen/Triforce was buffed and plenty of tanky DPS make good use of it. Many burst casters can abuse ranged DPS ever since Deathcap found its way into the game. Banshee's Veil was nerfed again and again. Those changes mean that now as a ranged DPS you don't shine with just an IE. LW doesn't give you great DPS either, you still lack ASpd. In the mean time, tanky DPS can build very useful parts of Triforce while grabbing some tank items as necessary. Ranged DPS needs some 10k to have a well rounded build (lacking defense though) while tanky DPS can always buy some 1.5k item to balance out their builds at any point in the game.
Enough ranting.

What Ashe REALLY needs: Q: 14/18/22/26/30% + (0.1*AP)% slow, capped at 50% bonus slow (500 AP). R: 1.5 AP ratio
