If you have t2 small guns and frigate level 4 (perferably 5) you dont actually need the cloak. Instead of cloaking when someone comes into your plex, kill them instead. You simply need to lock them, approach and activate tackle and guns/drones. Then orbit at 500m and overheat everything.
Congrats, you just learned the very basics of pvp and you might have killed something. If you died, warp out your pod so it doesn't die as well and go reship. You likely lost a total of 5-10mil which really isn't anything at all. If you have managed to win the fight, you can loot your opponents wreck as you can any npc wreck by selecting it and opening the wreck to loot the modules that have dropped.
Fitting a cloak severely delays lockspeed and prevents you from attempting to target anything after you decloak for a significant amount of time. The is little reason to fit a cloak when you actually want to maybe learn pvp, which involves attempting to win a fight since unless you are in a covert ops ship the cloak will greatly decrease your chances of even fighting back. Covert ops ships have bonuses that lessen this problem but they tend to be more expensive and difficult to fly well. Certainly not the ships to use when first learning to do something as simple as approach f1.

I recommend a merlin. Medium shield extender, ab, scram, web, mids with DCU, magstab, micro auxil (if needed) in the lows, biggest blasters (t2 ammo t2 guns) you can fit, and an anti em resist rig, then put either a hybrid burst aerator or core defense extenders. You can sit in novices and outtank/outdps many things like this. With scram web you can guarantee you are able to stay on top of them for your tiny blaster range. Just do what vov said, orbit 500, scram, web, and murder them coming into a novice plex.
Also, on dscan set your scan range to 360 degrees, and all 999999999 for range. It will default to its max range. The first two numbers on the left will be 21. Erase them, and scan. This will tell you what is on the gate outside the plex. Generally, more than 1, you run. Incrusus will probably tank you and kill you, but other than that you should be okay. You can kill several kinds of faction frigs, and most t1's with this setup. Remember to spam the scan button too XD

Most hookbills will be damp light missile fit (from my experience) just like the slicer they rely on kiting. The scram web setup should murder them if they come through the gate onto you at 0. HOPE they come in firetails, that ship is a major piece of shit. Most t1 frigs wreck it, your setup should both out dps and out tank one and deny any kiting.

Is there any significant difference between militias? I was going to just go minnie for the sake of familiarity, but they're currently being quite stomped apparently and are suffering LP penalties. Is this normal?
Also, I've read some stuff about tanking the NPCs instead of killing them, but the posts are from 2012. Is this still a thing you can do to avoid faction loss?

Yeah it's normal, from time to time the tides of war will shift greatly. Minmatar was stomping Amarr this past summer so I guess its Amarr's turn.
So if you're in for the farming, Amarr militia is doing pretty well. Holding tier 4 at the moment. If you want to PvP and kill TEST, join Gallente (since TEST is now in Caldari).
Also, I've read some stuff about tanking the NPCs instead of killing them, but the posts are from 2012. Is this still a thing you can do to avoid faction loss? For running complexes you must now kill the NPC to activate the beacon timer. For missions you can ignore all other NPCs that are not your objective (ie. killing the objective NPC and ignoring the rest of them in that mission)

My eve seems to be broken on the PC. It takes FOREVER to load resources, be it portraits, models or even just data for the market. Even opening a tab freezes it for 30 seconds before it loads. I tried both SSD and HDD on this pc, both have the error. It works fine on the notebook and i copied the files from the notebook on the pc but to no avail. What do?

The biggest change is to the Interdiction Sphere Launcher itself. We're removing the reactivation delay, and instead giving the Launcher a smaller three bubble magazine, 5 second cycle time and one minute reload time (like the ASB). Interdiction Sphere Launchers will then be limited to one per ship. This will mean that pilots will be able to launch three bubbles in quick succession and then wait 60 seconds for the reload, or choose to save their bubbles and launch one at a time to avoid the reload for as long as possible. The limit to one per ship will allow more practical fitting options for fleet dictors instead of forcing everyone into partially fit flying coffins, and fits well with the general survivability increases that are the second part of the v2 changes.
With the bubble reactivation delay gone, the shared Interdictors skill bonus is no longer needed and will be replaced with a 10% per level reduction in MWD signature radius penalty (at level 5 this gives the same benefit as the AF or HAC role bonus). We're also giving the dictors another slight bump in base HP and upgrading their T2 resists to the same level enjoyed by EAFs. We're doing a pivot on the plan for Roden shipyards, gonna go a little less ambitious with the design. This means changes to the Ares, although the core role isn't any different. I think the more traditional split weapons systems can still work as a niche playstyle, but it appears putting it on commonly used ships (even ships that don't use their weapons for their core role) was causing a bit too much discomfort. We'll be keeping an eye out for a more appropriate place to reintroduce them later.
The new Roden philosophy is pure hybrid turret, no more mixed weapons and less reliance on drones than Duvolle and (obviously) CreoDron. The bonuses will skew towards railguns (but work fine with blasters as well), and will tend to be Optimal, Tracking, and Damage. Roden will keep its pattern of fewer mids and more lows than the Gallente average, and above average armor HP. We'll also be giving them a bit more than the average lockrange for Gallente ships, to go along with the optimal bonuses.
Gallente Frigate Bonuses: 10% bonus to Small Hybrid Turret optimal range per level 7.5% bonus to Small Hybrid Turret tracking per level
Interceptors Bonuses: 15% reduction in MicroWarpdrive signature radius penalty per level 5% bonus to Warp Scrambler and Warp Disruptor range per level
Turrets: 3 (+1) Launchers: 1 (-1) Powergrid: 33 (+3) CPU: 145 (-5)
