I'm going to make use of your analogy.
The 1% certainly do already take all the money. No one has been burned alive in their mansions because there is a disconnect (by design) between things that take place and the (manufactured) perceptions the general populace has about those things and the motives and purposes behind them.
If everyone stood up at once and presented their dissatisfaction with vigor, it would all fall apart overnight. But that doesn't happen. If a small group goes on a mansion-burning crusade, they'll be demonized and dismissed as radicals. Never mind that they value the interests of the many above the interests of the few - that's not even worth mentioning. There you have the explanation for the first sentence of this paragraph.
The same principle applies to CFC. Goon proper finances the campaigns of the candidates they like against the candidates they don't like. They sponsor and suggest the laws that allow them to retain or improve their situation. If someone they dislike is threatening to come into office, all everyone will ever hear about is how lazy/incompetent/immoral/villainous that person is. Demons are not born, they are made. This nice, gradual way of letting everyone know who the good guys are and the terrible things that happen to bad guys is what keeps things running smoothly - never mind that everyone is a bad guy and the idea is to pick the bad guy that most closely aligns with you.

This ended back in the day when the progressive movement came around and knocked off rockerfeller from having 900 billion dollars.
