Literally 1min before she locked up the dragons a man brought his burnt up daughter that the dragons killed for no reason.
She's locking them up for the safety of her people since she can't keep an eye on them 24/7 and keep them under control. The black one is still flying around outside too and it's exact whereabouts are unknown.
smart plan, the dragons are totally not going to be mad that their mother imprisoned them in a dark dungeon (and no food)
when she releases them again she will have 3 rebellious dragons instead of 1 :D

We'll see how that pans out, it was obvious the dragons didn't like it but hey maybe they will understand they can be punished if they do something bad and will be more behaved afterwards.
They did get food btw, that's how she chained them up without them resisting, they were nom'ing pretty good.
