Well, while there is the Asian influence, this series is obviously very based on the American 20s and 30s, and hence the music. That is what intrigued me from the start, the idea of Bending "mafias" and whatnot. I thought it was a brilliant way to relate the story to more moderns stuff.

Republic City is based on 1920s Shanghai, that's why you got the Jazz music and the Triads

The city itself, but also the entire feel is what I am speaking about. There is a huge mix of influences, from Chinese, American, Korean, and others and when watching you can see connections to them all. The jazz is American first, the "news reels" are very American. The point being that there is so many things that it could be based one. The triads might be based on Shanghai, but act and talk in a very western mafia way.

america wasnt the only multicultural place at those times 
for example the news reels were the same in germany and Jazz was played all around the world. So there really is nothing distinct "american" ,what ever that means in the first place, in the series.

Yeah. The point though being that the ability to make these large multi-cultural metaphors work is one of the brilliant aspects about the show. I can see them expanding on those connections in fun and interesting ways.

I wouldn't put too much emphasis on accents. For example, in A:TLA, the swamp benders spoke in really thick Southern accents because it was just a way to help viewers identify character "types".

News reels were in a lot of places, but the way the narrator is speaking is distinctly 20s/30s American "news reel voice." When you are talking about Jazz in the 20s, its definitely an American thing. Jazz is international now, but Jazz really started to boom in America in 20s and 30s.
There is definitely a 20s/30s American influence in the show. It is by far not the only influence, but it is there.
