Conclusion: Protoss are smart enough to make em both, but arent smart enough to combine them into one unstopable scouting machine.

Obs are needed for cloaked wraiths + mines so I'll rather go with the observer than scout even if I'm going carriers. Oh, and does anyone know what kills mass devourers faster: mass scouts or mass corsairs?

You forgot the quotes round. Observer can only repeat what other units/games/historical figures have already said while the scout has a badass rippling voice /and/ he speaks the native protoss language.

Scouts should have increased air to ground damage. This is one of the many changes Starcraft 1 needs. The balance is really perfect right now, but they could improve gameplay by buffing a little unused units, such as ghost, scout and devourer.
