I don't care to dodge the minefield of the strategy section rules and the search option is too crowded with pre-patch or highly technical builds, and Liquipedia is outdated.
What is a safe general PvP build or midgame goal post-patch, for the lower level (I am mid-Platinum), past the early game (because I'm seeing a lot less 4gate on ladder)?
Currently I am getting 3gate robo, immortal then observer, and unless the observer sees an all-in build I expand slowly and add on more tech over time. But I keep dying, and this doesn't happen to me in PvT or PvZ of the same level.
- What time should I get a second base? - What time should I tech to Colossus, or what should I scout in order to do it? - What time should I get upgrades? - What time should I get a Twilight Council for Charge? - What time should I get a third base?
It seems like if I try and do a lot of the above early I just die to mass unupgraded gateway/immortal, but when I do that myself I die to tech (Colossus, Void Ray or mass chargelot).

i usually get my second base around 7 min and then i tech to colsi around 10 min mark
mostly i add a forge and then i get upgrades when i can afford them
charge is good but it's not important, i get it after i get some of the forge upgrades around 25 mins
third base is around 20 mins when your main mines out

All depends on what you scout, now you're going robo so that at least is one of the best ways to scout.
How are you opening? 4gate and then robo ? 2 gate robo ? 3 gate robo ? Just be wary of your obs being sniped if he goes robo himself. if you scout him expanding, you need to either expand immediately or kill him asap. If he goes stargate, you go blink stalker. If you scout blink stalker, you go immortal. If he goes DT, think lol in your head and win the game etc... You get the idea.
There's no specific timings, not in my opinion at least. You just get a feel of what to do by what you see. If you think you're safe to expand, then do it, add upgrades when you think you can sacrifice the units to get them etc...
Just open safe, read your opponent and react accordingly. Way too many openings and strategies atm to have one go to strat. In my opinion at least

You're going into it wrong. You shouldn't think "this is what I'm going to do on every map". You need to analyze the map, your opponent, and yourself.
If it's Belshir Beach, or a map that is wide open, you should still be 4 gating

Personally, my general basis would be a 3 gate build. Which generally comprises of a build order of: pylon, gate, gas, pylon, core, add 2 gates around 28 supply. (ie: that MC defensive 3 gate build'ish, don't know link sorry).
I'm a macro player (plat) in general, and I tend to stay away from strict 1 base builds/all-ins. Once your 3 gates are nearly up, I have a poke with a stalker or probe and see the following details:
1) An expansion? 2) Unit count and combinations. 3) Twilight or robo or 4 gate.
If I am denied scouting outright, then I immediately build a robo and get that ob out. Either way, soon after your 3 gates, add the robo anyway.
Once I determine his army strength relative to mine, if it is equal or slightly less, I expand. Therefore, the 'ball' is on me to defend. If he has way more units than me, of course I have to match his unit count asap.
Time wise, your gates will be up at 6 mins. Then the next 2 mins will determine what you will do next based on your scouting.
