Fractal Design Define R4 should be cheaper than the H440. Nanoxia Deep Silence series is another option as well.
Core i5 isn't just meant for streaming. Some games do make use of a third and forth core, Civilization being one of them iirc. But you can get a less expensive core i5 like the 4570 if you are trying to save some money. You can get a less expensive motherboard too like the H81 or B85.
The aftermarket heatsink (Thermalright HR-02) is probably overkill so you can cut that out if you are looking to reduce costs. If you find that the stock Intel heatsink is noisy and it bothers you, you can always just purchase and install the Thermalright HR-02 later. A cheaper heatsink like the Hyper 212 works as well, not sure of the price difference between the Thermalright and Coolermaster in Europe though.

Okay, I'm swapping out the SDD with what you just mentioned.
The case is something I was thinking about as well... The white H440 looks better to me and it's about wether the looks is worth the additional bucks. But the Fractal Design Define R4 does give me the option to include an optical drive if I want to and honestly speaking I don't really know if I need one when I'm already going to get an external blu-ray one later on... but I don't really see a downside either, while being cheaper. It's just this nagging thought of what if I suddenly need one 
And yeah I'll drop the heatsink for now. I'll take a sleep over this and check back if there's something else mentioned in here but looks good so far.

Okay back again for the help of you great folks. Just sold my pc that I built in October for 1550, my biggest regret was wasting money on dual benq xl2420t, overall the build was solid but I'm not a fan of upgrading components and I just like building a new pc every year or so (weird?) lol. I want to build a better pc than my last one. I was considering water cooling but it just seems like such a waste of money. My last rig was a 4770k, gigabyte z87 ud5, msi gtx 770 twin frozr, small 256gb ssd, 750w psu.
What is your budget? I don't have a budget, I'd like to upgrade to a better pc than I had before
What is your monitor's native resolution? haven't picked out a monitor yet but 1920x1080, perhaps 2 of them. I'm curious to know if there are any monitors that are better on the eyes? the xl2420t hurt my eyes a lot, and I wasn't playing nearly as much as I used to.
What games do you intend to play on this computer? What settings? I am a avid starcraft fan, I play at a high level so I usually play on low/medium settings. league of legends is a game I just got into, I'd like to play it at its highest settings. im not a super hardcore gamer when it comes to other genres outside of these 2 games but I do buy some games from time to time off steam and would like to play them on full settings.
What do you intend to use the computer for besides gaming? other than gaming, just streaming. 1080p @ 60/30fps,
Do you intend to overclock? I haven't oc'd much in the past and if I don't need to oc I probably wont. I feel like its good to have the K's just to have that option of overclocking though.
Do you intend to do SLI / Crossfire? I am willing to do sli crossfire, my knowledge of gpus is really lacking, and not sure if say maybe 1 really high end card is better than 2 high end cards or what so id like some help here.
Do you need an operating system? I do not need an os.
Do you need a monitor or any other peripherals and is this part of your budget? I do need a monitor as I stated above, one that's good for the eyes if that's such a thing. I had 2 120hz monitors, didn't utilize the 120hz much at all, and they strained my eyes quickly and often.
I'm not sure which keyboard to get really, I usually go the ducky route but im open to suggestions on maybe any cheaper but just as good boards.
If you have any requirements or brand preferences, please specify. no requirements, if anything some kind of color scheme so its a little aesthetically pleasing.

ram: corsair vengeance 8gb (more expensive than last time? price of ram increasing? I went a few extra dollars for the matching blue. $95
case: fractal design r4. I used this same case last time, its awesome, fitting the h100i was tight, but I think if I run some of the wires through the case before I install the heatsink this time itll go much smoother. I had a hard time fitting the top left mobo pin (6 or 8? I forget) $100
ssd: crucial mx100 512gb, how or why is this ssd so cheap? $220
hdd: If that 512gb ssd is good, then I shouldn't need a hdd

EVGA Supernova G2 is better. And to make use of 850w, you'd probably want 2x GTX 780 Ti.
Crucial MX100 is so inexpensive because it's using 16nm NAND instead of 20nm NAND.
DDR3 is pricier now because more production is being allocated to mobile and we are moving towards DDR4.
Not sure why you want such an overkill computer if you aren't going to use it...
Have you tried adjusting brightness to reduce eye strain? Do you play in a room with poor lighting?

Two questions :
My GPU has been crashing lately (once in a week/month, sometimes more, sometimes less). By crashing, I mean the screen would either blink until it recovers (in a few seconds) and then a message with driver stopped responding appear, or the screen would just completely freeze (sound still working), and I am forced to reboot.
What could be causing this? ___________________________________________
I'm looking for a Splitter (to hook my PS3 on two screens). Don't ask why ^^ Will any HDMI - 2 HDMI splitter work? Or am I looking for something specific? Ideally, I want sound on both monitor ^^

Sounds similar to the memory leak issue with Battlefield 4. Just a shot in the dark. What applications and such are you using when this occurs?

For the complete freeze : I was playing Hearthstone. First time it ever happened to me.
For the freeze + recover (from driver not responding) : Usually when my computer boots, or when I'm playing a game (League of Legends, Diablo 3, Hearthstone...)
I'm wondering if maybe it's my GPU (78XX) that is broken ; but I've been using it for a while now.

Update GPU drivers to latest non-beta. Those crashes are very common recently

2166 RAM isn't going to help you much above 1600 unless you like to benchmark (and even then, you might as well get RAM closer to 2400).
Also, 4GB of RAM isn't going to help you unless you play with dual/triple monitor at insane resolution setups.
For 1920x1080 and below, 2GB is more than enough.

For the typical professional build in the op, Is the seasonic modular for the power supply and corsair Hydro series for the heat sink considered an ideal replacement? Would it be considered an upgrade or downgrade?

You need to mention what parts you mean exactly.
There's Seasonic PSUs that are worse and there's some that are just as good.
There's Corsair Hydro stuff that is less performance than the air cooler mentioned and will never really beat it, and there are some that can do it easily. The Hydro series is generally sold with very fast (and noisy) fans. That's a big reason why the smaller ones can compete with the large air cooler mentioned. The air cooler is sold with a fan that's slow and quiet in comparison. If you let the fans run slow on the Hydro series stuff, the small models lose and even the big models will have problems to beat it.

Thanks to you guys I decided to take it all apart and reassemble, cleaned some dusty areas I didn't find originally as well as a new application of thermal paste. I'm idling at ~50 C for a 3.8Ghz OC (From 2.66) now, might put it back on the original 4ghz, getting max 85 under super heavy load.
I'm still in the market for an upgrade purely for performance reasons for when AC:Unity and Star Citizen come out, but no longer in a hurry and might just wait with the entire build until a good Maxwell card comes out Thanks!

For idle that's pretty high I feel, though I'm newb at overclocking and I dojn't know much about that processor

My 950 idled like 15c hotter than my 4770k, though i had bad cooling on it.
I agree, check EIST/c1e(?), make sure windows power plan is at balanced.. I'm not sure what you have to do for proper idles on these things, but 50c doesn't sound nice. That sounds like a cooling problem combined with lack of downclocking/downvolting.
What Vcore and VTT volts are you using?

thinking of lowering the psu as per skyr. whats my best option at psu thats modular? also i like the fractal r4 its a great case, but are there better options? newegg has the gray model for only 79$ so probably going to grab that one. i'm thinking about a $2,000 budget, after case and psu, i should have a couple hundred left over for the monitor

I'd go with the EVGA Supernova 750 G2. Based on the Superflower Leadex Gold, has a 10 year warranty, fully modular, and is reasonably priced for a unit of this size and quality.
NZXT H440 is worth considering over a Fractal Design Define R4 though you'll need to get an external dvd-drive or skip the dvd-drive altogether.
