I don't know if bing cash back is still working or not. If you have a microcenter near you, you can get the same cpu and mobo in my list for a little bit cheaper.
Edit: There's a $10 promo code for the RAM so that's another $10 off the total.
I can also switch out the Case, HD, and/or RAM to reduce the cost if the addition of tax/shipping is a bit daunting for your budget.
Edit: I forgot the optical drive e__e. If you can salvage it from your older computer you can save money there, but the drive is only $20 more if you can't. Are there any parts you can salvage anyway? (HD, Case, Cables, Fans)

If you want for $5 more you can switch the gigabyte 460 with the MSI 460 Cyclone. That heatsink fan looks beastly.

Gigabytes doesn't have voltage control, MSI does they all perform fine although i wish msi had a heat sink on the vrm if they allowed over voltage.

Maybe directing a separate fan to blow directly on the "vrm" would make the MSI definitely the better card?

A Heatsink would probably better because the heatsink is what allows the VRM to dissipate heat 
Most high end GPU heatsink packages will come with miniheatsinks for the VRMs, and generally watercooling has a solution for it as well.

Well you can always buy heatsinks for ram and vrm, i know i had to for my 5770 HAWK from msi Asus 5770 DirectCU features a vrm heatsink but also sports a smaller heatsink with less fans. I think Asus should come out with a DirectCU for 460 sooner or later.

I would stick with what you have. $5 for overvoltage is great, but the GTX 460 overclocks without extra voltage just fine.
I believe the ASUS 5770 uses CuCore, not DirectCU :/
and GTX 460 DirectCU GTX 460 768MBs should be coming out soon (probably not worth it).

Yeah the extra voltage is just used to break 900Mhz but by then the gpu gets too hot usually for the heatsink even if the vrm could take it although what the thermal capacitance for the GF104 i'd imagine it's the same as the GF100, you can easily hit 800-850Mhz though without adding the voltage

Do you have a microcenter near you? You can get the same processor but a better motherboard for $10. I don't know much about biostar but they definitely aren't the best manufacturers.
After that plausibility, you can pair your cd/dvd drive with an OCZ modxstream pro 600w for $60 total. That'll balance out the price and you'll have more reliable parts.
Also, if you're a college student or can use a college email, you can get Windows 7 for free if you're in a computer related major and your school supports it, or for discount with no strings attached.
This HIS 5770 is on discount. I think it's new because I haven't found any reviews for it yet. I looked at the newegg reviews and they say the fan is a bit flimsy. I don't know it that translates to poor cooling though. But it is $140, that's a pretty good discount compared to the vapor-x. There's also a Sapphire 5770 (non vapor-x) for $150.

Guys, check the package contents of your motherboards. Many come with SATA cables (mine came with 4) so you don't always need to buy extras when purchasing an OEM HDD/Optical. That can save you a bit of money.

Like R04R said, students can get awesome deals. I got my Windows 7 Pro for $11 (just before my account was deleted too  ) instead of the $170 or whatever MS was charging for retail.

I would prefer that you chose a different power supply though. StealthXStreams are OCZ's budget line and really aren't that great. An OCZ Fatal1ty or even a ModXStream Pro would be a better choice.

Same deal as the combo except using a 600w modular OCZ ModXStream Pro, it's not like he needs 700w, he can't crossfire even if he wanted with that mobo.

To get discounted copies you have 5 options:
1. Be a student at a university or college. You'll get massive discounts of a bunch of software (Windows, Office, commercial AV, etc)
2. Be a CS or Engineering student at a university. You'll get a lot of stuff free, like Windows 7, AV, Office, CAD, whatever
3. Work for Microsoft or another company that will pay for a license for you
4. Pirate it
5. Purchase in bulk (pretty useless for 98% of people, really)
