Sjow/SelecT are pretty obvious contenders. Puma might also count as a foreigner given a few more months outside Korea if Select does.

About the rest... I'd argue that there are at least 20 Korean Terrans far above anything the foreign scene has to offer. The Terran race itself is not a problem, AT ALL.

Don´t know, he lost some series to Cloud and Kas recently. It´s really hard to determine top foreign euro terrans, there are so many of them, who are notable but noone is really seems really top-tier-foreigner (execpt maybe T-Zain).

No real upsets this tournament so far, there is just not a huge amount of good terrans, unfortunately. Look at the amount of KR trained Protoss (SaSe, HuK, Naniwa, ToD, HerO, Genius...no fewer), they were expected to come out of their groups honestly. ClouD and SarenS? Not so much.
Puma is the only upper class terran, and he 3-0'd his group pretty easily.

Well you need to be Korean to play terran on a high level as its much harder than the other races obviously.
But there are still many korean terrans who seem able to compete for now, we will see in the next months.
