Blizzard demands full control of every single game of StarCraft II that is played. Ever. Hence Battle.net 0.2. Edit: Below someone is saying you break the law if you do not have a Blizzard license for a tournament. This is not the case. Blizzard WANTS you to think that, but it is simply not true. It is probably within their rights to ban your account from their servers if they don't like what you are doing, though.

The approval process is near instant for small tournaments with low prize pools. The larger the player set (like this) and the larger the prize pool, the longer it can get.

Most likely it's just to protect their brand name. If you host a small time tournament that is sponsored/promoted by a Neo-Nazi company or something like that, they probably want to have the right to put a stop to that.

Pretty sure if you charge for it, or advertise it or show an advertised video stream, they can take legal action against you. Its like what happens if a bar shows the Super Bowl without paying the NFL compensation

Silly... this really isn't Small time, its got like 60 of the best players in the world, hosted by 2 of the most popular casters in the US, sponsored by TLAF, with a prize pool in the thousands....

I was getting kind of worried about this tournament, considering how long time it has been under way. Hopefully the hype can pick back up when you get the deal signed with Blizzard.
