Two weeks delay would have been alright given the money involved. But more than a month? Is the tournament even going to start this year? Someone at blizzard should be kicked around a bit to fasten things up.

If it's going to take this long, maybe HD and Husky should ask for approval for a third HDH right now. "We are going to hold the third HDH next year with about so-so many participants and prizemoney ranging between this and that, hopefully you will have given approval for it before june."
