Or maybe I'm talking out of my arse. Battle.net doesn't only effect SC2, and likewise crashes to Battle.net do not only originate from SC2. Promising that Battle.net will never crash or go down during HDH/GSL is an absolutely ridiculous thing to do. It's not possible.

Don't even bother mentioning the GSL either, Blizzard backed GOMtv for the GSL to promote SC2 in Korea, not because they care about e-sports. Hopefully this tournament gets up and running soon. It's sure to be epic.

If not it shouldn't have taken more than 1 day to approve it at worst. Have you ever dealt with a company... in any matter... like ever?

It's like a carmaker requiring to have a permission before you race their car.

Ofcourse its legal... especially if you signed an agreement when you bought the car that said that you had to ask for permission before you raced it. But a better comparison would be to say that blizzard was the owner of a racetrack... then somebody comes a long and wants to set up a tournament on the racetrack, and money is involved in the tournie. Ofcourse the tournament arrangers would have to get permission from the racetrack owners.
