FWIW I've always felt the average skill of the top 3-4 teams of SEA is stronger than the average skill of the the top 3-4 teams in NA and EU LCS. They're also more creative with picks and unorthodox movements.
They have a tendency to do very risky maneuvers for relatively little gain, but the flip side is that when they're ahead, they are very good at aggressively forcing the advantage. Their individual skill level is also very high.
SEA is the most difficult region to evaluate because they're not clearly superior to NA/LCS like CN and KR are, but they always tend to do OK in LANs when people don't expect it.

if you see them streaming their top players are high diamond or low challenger on kr server with high ping. that is not weak at all. just by proxy, westdoor and godjj are kr challenger and are not that dominant on tw, so they do have a lot of talent.
