Honestly, from S3 I remember China's problem was that they had really crap decisionmaking and map control. They farmed really well, destroyed lane, but played very aggressive and took/forced fights, even if they were disadvantageous. If they won one or two fights in a row, they snowballed really hard but if they didn't they farmed back, took fights and either strung together a couple won fights and snowballed, or just rinsed repeat, fell behind and lost. Well, the state of C9 is pretty much like how SKTK will turn out. You can be the best team in a region, but you shouldn't be able to just walk over it for an extended period of time. TSM and CLG have only gotten better. XDG were royally fucked by management and are now in damage control mode.

Conan is weak and Ruo is atrocious, but Sukim is very strong and Caomei is still fine. Wx is Wx. Underperforms sometimes but very consistent overall. Lower highs than he used to have though.

i saw sukim build some weird shit in the couple games i watched against OMG. dunno if normal.

FWIW I've always felt the average skill of the top 3-4 teams of SEA is stronger than the average skill of the the top 3-4 teams in NA and EU LCS. They're also more creative with picks and unorthodox movements.

They have a tendency to do very risky maneuvers for relatively little gain, but the flip side is that when they're ahead, they are very good at aggressively forcing the advantage. Their individual skill level is also very high.

SEA is the most difficult region to evaluate because they're not clearly superior to NA/LCS like CN and KR are, but they always tend to do OK in LANs when people don't expect it.

if you see them streaming their top players are high diamond or low challenger on kr server with high ping. that is not weak at all. just by proxy, westdoor and godjj are kr challenger and are not that dominant on tw, so they do have a lot of talent.
