IIRC They change it after teams were breaking their veil on purpose and then engaging 1-sec before it came back.

I doubt they have a no negativity thing @ Riot, instead they likely just spend a lot of time teaching them how to be positive. I find there is not as much "no-negativity" stuff coming from top down as everything thinks (I don't know for sure with Riot tho) in E-Sports. I've never seen it talked about in a live event, just some (ie: most) casters always default to it, because criticizing opening you up to the wrath of Reddit. Just guess however, I don't know for sure.
I agree, its likely that RIOT hired a media consultant that taught their casters the 'correct' way to call a game.

Creaton walked too close and didn't bother dodging the barrel, which removed his banshee. At this point I thought "they're going to all-in him" and they did because he didn't gtfo immediatly. He could have played it nice and slow by moving away but stayed, major decision-making mistake.

It's pretty easy to go into a negative spiral and make everyone feel put off by the broadcast.
I remember apollo talking about it on one of the gd shows. He mentioned how pretty much every game of sc2, even at the top level, is filled with mistakes which any analytical caster is fully aware of. They just choose not to point them out and instead hype up the good plays, because that makes the game much more fun for the viewer, and helps hype up future games.
