You can still theorycraft about Varus, he is on the PBE after all, and his numbers are in the Wiki.
Speaking of which, I tried a hybrid build on him and it was hilariously effective. His W adds passive magic damage to every auto attack and scales at 0.25 AP. This is in addition to the stacking debuff W applies, which does 1-5% (+1%/100AP) of a target's maximum health in magic damage per stack when you hit a debuffed target with an ability. At 300 AP you get 101 magic damage on every auto, do 750 AoE damage with your ultimate, and a three stack of W's passive deals 24% of a target's maximum health in magic damage.
It's probably only slightly more viable than AP Ezreal, but it's fun.

edit: hilariously as soon as I post this I go over to reddit and see a video of someone exploiting exactly what I tried to-- except apparently riot actually *removed* the server-side check that used to make it non-game-breaking.

Hey just noticed your sig - I love Trump's stream. I watched it all the time as a gold terran player. He's kinda like SD in that he always commentates while playing. Except when he bitches about protoss.

Man, that hack + CDR mastery + karthus = insta penta kills at 6. Far more amusing way of using it. If it can bypass the cap that is. Otherwise, the subtle ones would be funny like 17 points in demolitionist.

I'm pretty sure that there is no mastery that lets you exceed the 40% CDR cap on champion skills, only a mastery that lets you get 100% CDR on summoner spells. Champion skills = q,w,e and r, summoner spells = d and f (assuming you have default settings). POTM doesn't affect QWER cooldowns.
Even if it wasn't the case you'd be able to grab these CDR masteries: 26 lvls of 1% cdr from offense tree = 26% cdr, 14 points of 2% CDR from utility tree = 28% CDR, 18 points of 0,15% CDR/lvl from the def mastery = 16,2% CDR at lvl 6
