They changed BT to lose only half stacks upon death. So a jungle clear gets you halfway there, and a full clear restacks it entirely.

Basically anyone who scales ridiculously well off of bonus AD and could use extra effective health against magic damage can make use of this item. I think I listed the four best.

Trynda is pretty good at being at low health too ;D Never played trynda with MoM, but in theory it should be great

I've gotten MoM a few times, it's mostly against other AP Bruisers up in top lane. WW, Rumble, even Swain.

It's actually not that good on Trynd, for similar reasons on why it's not that good on Mundo.
Trynd scales off AS, and PD + LW/IE + QSS are much stronger overall than hexdrinker builds. It's not terrible, but definitely not optimal.
Mundo also scales off AS, so wit's end or zeke's are much better for him. Wit's end in particular is strictly better than hexdrinker/MoM for mundo.
In addition to the champs listed above, MoM is pretty good on Renekton too. Usually built only against double AP teams.

Why is veigar such a rare pick in tournament play? His stun is amazing and the burst ridicolous. Whenever I see jiji or froggen play him they a dominating one-shotting people left and right

He's made for late game. His early is his weakest phase and if you somehow get behind, it's hard to catch up.

Poor laning (better now, but dominated by a lot of popular pick like Cass and Kennen, Ryze to a lesser extent) Long CDs means no consistent damage after initial burst Super squishy and no escape after stun is used Easily countered by Qss/bv He's fine, just very situational in 5s and tourney play, and terrible as an early pick

Vegiar stun is one of the best non-ults in the game, but his damage is purely single target with very long cds. He also has an atrocious early laning phase. (Compared to LB, who is also a single-target assassin but has a very strong laning phase.)
If you pick him it's more for his stun, and not so much for his burst. Every popular AP when fed will murder people.

Her buffs weren't that out of line to be honest. And her nerfs following her buffs weren't that major at all. Certainly not enough to make a champion go from "omg op" to "omg never play her." Also, while how boring or fun a champion is seems completely dependent on personal opinion I'd have to disagree with the sentiment that Annie is boring considering how insanely popular she is. There's a reason she has more skins than anyone and it's the same reason Teemo has the second most. She's a popular well liked champion that does see a lot of play still albeit in normals and low elo.
Her reasons for falling off are exactly the same as the reasons that Veigar was underplayed for so long. Bad lane match ups and over reliance on your full burst to be useful in fights. However, Annie is substantially better in both lane phase and team fights but at the cost of having a smaller stun radius. The whole reason Annie was brought up was to make this comparison, Annie and Veigar play really similar and fulfill sort of the same role (fight initiator, instagibber).
