How 2 fix Vlad, the Two_DoWn way-
1- passive should either go health->ap or ap->health, not both
2- Change w- Vlad is no longer able to move while pooled, in exchange for increased slow and damage while in the pool form. Point being- you still get to do cool shit like dodge spells, however it isnt a get out of jail free card anymore.
3- Change the way q levels. Right now, he needs q full at level 9. No way around this, simply because the cd is too long early and deliciously short late. I would adjust this so that rather than the cd decreasing when leveling, the damage q does increases more. I would also change the scaling from base damage increases to having it be a low cd spell at all levels, but have the base damages quite low with an ap ratio increase as he levels while the base damage falls off so that his mid game isnt quite so strong, but his late game is equally strong. Basically I would change it so that he isnt quite so reliant on q.
4- E is fine. I like e. Same with R.

Honestly I think Vlad is fine. Perhaps increase the health cost to his E so you have to think about the consequences before spamming it, but from your post Moonbear I got the impression he's too strong? Vlad is extremely underplayed (and slightly weak compared to other champs in his role due to no CC- annie, orianna, malzahar, brand).

I don't think he's particularly weak to tell you the truth, although the general opinion is that he's terrible. His early levels aren't as garbage as people say and his scaling is incredible. He pushes VERY hard at little risk too.

They released him at a point where anyone who played him was invincible, and they were so slow in dealing with it that everyone got used to vlad being at that point. Now that he is still good, but no where near as fucking stupid annoying as before, people FEEL that he sucks because he doesnt compare as well to their memories of him from when he was op.
Basically its what didnt happen with leblanc on release. She was really fucking strong, but they hotfixed her after like 4 days so no one got used to her, and thus no one really complains about her being a weak champ, just a really good champ in a certain niche that struggles outside that area.

Spellvamp was a bad idea imo. It and blue buff are my two least favorite things about the game right now. Make Vlad Q less nuke more heal, make Vlad E bigger boost to Q (so with 4 tides stacks Q does about as much damage as 4 tides stack Q now but heals more), make Vlad ult actually interesting and not just AoE winteamfight? I think Sanguine Pool is pretty good as is. Immobile while using it would make it much much much worse and increasing the duration late would be so very frustrating.
Actually immobile while pooling wouldn't be terrible if it was rebalanced accordingly and if you could cancel it.

lots of people complain about leblanc sucking because most people know that if the enemy team isn't crying to surrender in 15 minutes, then your team is 4v5

spellvamp and lifesteal should have a reduced effect on minions, full effect on champions and neutral creatures. Huge change, nothing but positive effects. I guess it's ok to have a defensive stat that scales off offensive stats (isn't this exactly the problem jax etc have...?) but having it bring you to full health anytime you're near minions is just silly.

the worst is when you don't realize a bot carry is incredibly weak since he has like 40 cs at 17 minutes... then you bait someone masterfully, he does zero damage, you die and then you're like wtf he has nothing but sheen.

Accelerated ELO or whatever it is just ripped me a new won. I win 4 straight get to 1450, then because of the same DCing guy 2 games in a row and then other various trolls I get dropped down to 1210 and can only get 20 points a game now T_T.
Solo que is like Blackjack. You don't hit at 19.

All champs should use mana. Nothing else they have ever tried has come close to being meaningful. There is zero penalty for missing or spamming an ability when you don't use mana.

Seems like only 4-5 games so far? I haven't seen a gg yet. ;x Edit: and it's not really screaming. It's just they all have a certain POV and no one is conceding.
