I'm pretty sure the North Koreans aren't all totally believing their governments propaganda. However, they will definitively ACT like they believe it, because they know the consequences of not doing so.
Of course, the question of what they actually think is going on is also interesting and hard to answer, as they are acting of very limited information.

How this amendment to the constitution will influence North Korea's behaviour still remains to be seen, but this sure as hell is going to rile up more than just a few angry statements from the North.
Don't forget that this announcement also comes at the same time that mainland China has its hands full dealing with the ongoing disputes with Vietnam and the trouble in Hong Kong. With the CCP's attention diverted elsewhere, I have a feeling the North will make something happen in the next few weeks (or perhaps days?) to answer for this.
