the only situation I can think of that would even look like that is if a character was walking forward then suddenly bust out out a charge back move, something I've never seen and is impossible. In any other situation, a charge move is possible. Even if you're crossed up, if you do the charge move fast enough your character will do it in the correct direction (towards the crosser up character). What you're seeing is people charge attacks during combos and releasing.
here's an advanced example:
he's holding db during the cr.light punches then doing ex rush punch, then immediately holding back again.

The truth is that sticks are better than pads, both in speed and execution. However an arcade stick is a hefty investment, if you don't play competitively or are just a casual player, I don't think you should get one.
too be honest, i don't know, i was thinking about getting the arcade joystick(non tournament) since its not at a three digit. And like i said i just got the game yesterday, i've fasted so much ken people that owned me, so i thought they used a joystick, because they are doing such nice combos, so i was suggesting for myself to get a joystick aswell
Have you used a stick before? If you haven't, it takes a while to get used to. Maybe a week or 2 before you start getting consistent with it.Your probably going to play worse on it than the pad for a little while. To tell you the truth, any stick that doesn't cost 100+ is really bad. I have a Madcatz SE modded with Japanese parts, it cost me a little over 130. But, If you want to play casually, and are okay with lower quality, by all means get one that's cheap. If you decide to get more serious you can upgrade or mod it with better parts.
for the ps3 controller. how do you do the ex? cause i tried pressing lp/mp etc twice and it wouldn't work, i tried several times. so instead i just use L1 :3

sung_moon is the best guy I ever played and the only times I could take games from him in SF2HD were when he was on stick ;P, uses ps3 pad for 4.

If anything, consider buying a $50-$60 Hori fighting stick, or an $80 Hori Tekken 5 stick (PS2) + lag-free PS2-to-PS3 adapter.
The Hori T5 stick is actually pretty good. The cheaper ones... imo don't buy those unless you have a proper table or something to place it on. Their lighter weight makes them very difficult to use on your lap.
That said, most low-level players you face will be using a pad. There are some fighting game players who are very good on pad, even.
Ultimately, I think you should ask yourself: do you want to get good at SF4 or any 2D fighting game? Are you passionate about becoming a player who can compete in offline tournaments? If the answer is yes, then get a stick. The earlier you start learning to use a stick, the better. If the answer is no, then for the sake of saving money, you might want to avoid getting a stick.

hmm cool, yeah im trying to main balrog w/ a ps3 controller so hard to do those ex dash combos and shit -.-, all my combos are just jabs and sweeps none of the fancy things

They used to sell them at Pacific Mall in Toronto / Richmond Hill. Not sure if they still do.
Btw if you're in the GTA or Hamilton area, you should come out to one of our tournaments sometime.
