Clearly people need to be shown the textbook example of approach F1, F2, F3, F4, F5 .... FN

Kiting is when you stay outside someone's weapon range, but they are inside your weapon range. So a good scram kite frigate would be something like a rail merlin, where you can project damage out to 9-10k. General scram kite fits will be ab, scram, web. All rocket frigates should either be scram kiting, or orbiting at close as they can.

If you have 1 or 2 mids devoted to tracking disruption, it works amazingly against anything that uses guns.

All rocket frigates should either be scram kiting, or orbiting at close as they can. So, in practice it's only really effective against blasters? You're trying to apply the concept too generally. Scram kiting is an advanced technique. It is something you might do against another ship depending on your fit and the other ship's fit. If you are a missile ship, you don't care about tracking. Your missiles will do damage based on the size and speed of your target - not on whether they can track. So if you're a missile ship, you probably want to scram kite every other ship by basically orbiting them as close and fast as possible. Autocannons track well, even up close. But it doesn't matter, tracking isn't a binary yes/no system, it works based on probabilities. If you reduce those to-hit probabilities, you will reduce the overall damage you take. Close-orbiting a laser-using ship works better (since lasers don't track as well as autocannons), but that doesn't mean it's not effective against autocannons. What if you're not a missile ship? What kind of weapons do you have? If you're flying a punisher with a web, you have the capability to web (at ~10km) and fire Scorch at ~11km optimal. If you're within optimal, it means you can theoretically be dealing full damage. Most other frigates do not have this kind of range capability so scram kiting at ~9km (notice the scram range) with web and lasers going is going to give you close to 100% of your DPS while the other guy may be doing little to no damage to you in return. You can even do this against another Punisher if you know for whatever reason they use Multifrequency. With Scorch you have that ~11km optimal reach, but Multifrequency will only give your opponent ~4km. This may not mean much to you, but the difference between 11km optimal and 4km optimal is ridiculous and the damage disparity between the two if they're at 11km from each other is enormous. The point is that you need to have lots of knowledge of how ships are likely fit (and the ramifications of their fits compared to your fit) in order to be able to know when to scram kite and exactly how you should scram kite. Autocannons generally do damage in falloff (it means their damage is almost never up to their EFT damage, but it is more consistent as you get farther away). Lasers do all their damage in optimal (meaning they can reach with their full DPS at long ranges but they will have trouble dealing even weak damage beyond that). Blasters use both optimal and falloff and are the most "nuanced" when it comes to scram kiting. If you're in your Punisher and you see a Taranis coming up, he could have 3 different (common) ammo types. If he's got Void loaded, he'll be at ~2km+1.5km (meaning 2km optimal, 1.5km falloff). He can deal 50% of his EFT damage (without figuring in penalties from tracking) at ~3.5km - but Void gives a big damage bump so if he gets up close it's going to hurt. If he has the good ole antimatter loaded, he'll be at approximately 1km+3.5km - so he'll almost certainly be in falloff, but Antimatter tracks way better than Void does and falloff will give him some consistency at slightly different ranges. If he has Null loaded, he'll be at 3km + 4.5km, significantly better range coverage at the cost of damage output. It may not seem like it, but those are 3 radically different ranges. Your tactic in the Punisher is the same (try to stay at ~9km where you can still do full damage and he is doing very little or none). But if you were an Autocannon or Blaster ship yourself, you'd need to understand the possibilities and quickly read what the other pilot is doing to make the best decision about how to scram kite their ship.
