We're buffing the explosion velocity of Citadel Torps by 75%, and nerfing their explosion radius by 50%. Just so it's clear: Er = explosion radius is better if it's lower Ev = explosion velocity is better if it's higher Buffing explosion velocity means raising it. Nerfing explosion radius means raising it. The current stats for these items are: + Show Spoiler [Current Base Stats] + Citadel Torpedo Er = 2000m Ev = 20m/s Citadel Cruise Missile Er = 1750m Ev = 29m/s If I'm reading this correctly and making the correct assumptions about what buff/nerf means coming from the venerable and wise Raivi, then the new stats will be: + Show Spoiler [New Base Stats] + Citadel Torpedo Er = 3000m (+1000 ROFL) Ev = 35m/s (+15) Citadel Cruise Missile Er = 1995m (+245) Ev = 40m/s (+11) Accounting for the effects of the Target Nav skill (remember, Guided Missile does nothing): + Show Spoiler [New lvl 5 Stats] + Citadel Torpedo Er = 3000m Ev = 52.5m/s Citadel Cruise Missile Er = 1995m Ev = 60m/s So, as we all know a linked Archon is about 2000m signature, a bit smaller than a classic CFC Drake (preferred snackfood of the Titans of Old). It also goes about 80m/s, very similar to the speed of a CFC Drake orbiting its betters (who have mysteriously CTRL+spaced - no one knows why). A tower is 6000m signature, a Nyx is ~8000m, a Dreadnought is ~2000m. What is the effect on these types of targets? Towers don't move, so signature is always the limiting factor, this is governed by a simple ratio between the target's signature size and the explosion radius of the weapon. So it's 6000/3000 = 2 for torps or 6000/1995 = ~3 for cruise missiles. Since both those are larger than 1, the missile damage multiplier defaults to 1. So you do EFT damage to towers. So I guess since they got their ROF buffed, they got buffed against towers. If a Nyx sits perfectly still, it's the same situation as with the tower - a ROF buff means a buff to DPS against these ships. But a Nyx can slowboat along at ~80m/s without any modules (with armor rigs, even). However, both Citadel torps and Citadel cruise missiles are buffed against these larger ships because of their ROF buffs. What if a Moros sits still off a Phoenix? Comparing the two signatures, we can see that a Citadel torp Phoenix will now only ever be able to deal at most 2/3 EFT damage to a Moros (assuming it's not MWDing). Before it could deal 100% damage easily. So, relative to before, it can now only ever deal up to ~80% of its previous damage to this Moros. Big fat nerf. If the Moros is moving, this is even worse (it can do as little as 58% damage, no prop mods involved). A Citadel cruise Phoenix is not as badly affected - it can still do up to 100% of its listed damage if the Moros is standing still. Further, the cruise Phoenix would only do about 59% of its damage (before changes) if the Moros was moving. It can currently (new numbers) do 70% damage to a moving Moros. So Citadel cruises got a significant buff in this respect. Without doing any numbers, I can already tell you that both of these weapons got a significant nerf against subcaps (if it matters). Even when the signature term is not the limiting term, the signatures show up in the velocity term of the missile damage multiplication equation. The tiny, tiny buff to the Ev is nothing compared to the heavily nerfed Er when you're talking about subcaps. In summary, torps are buffed if you're shooting up in class, otherwise they suck hard (Dreads, Carriers). Cruise missiles are buffed all around (except massively nerfed against subcaps). One funny thing that made me chuckle. They changed medium towers from 4000 to 5000. This has no effect whatsoever in game. They only did it because they changed small towers from 2000 to 4000, and didn't want them to be the same signature radius.

/edit - Looking through the latest pyfa, (which takes its database straight from EVE's database unless something has changed) GMP does not link to capital missiles, although it does affect HAMs and such that it didn't affect before. If it was intended to affect capital missiles, it looks like they fucked it up.

Also, in response to a the WH changes; it mostly just affects log-off traps, but not most PvP, and it certainly makes PvE a bit safer. If they just delayed K162 spawning I think the changes would balance themselves out. More generally, WH space is fairly difficult to live in for a variety of reasons: 1. Without a certain number of pilots, scanning down the chain for anything meaningful is very tedious. Additionally, without an adequate number of dread pilots, rolling holes becomes a much more painstaking process. Thus, if you actually want to PvP in wormholes, you actually need a certain number of pilots to begin with. 2. Decently high start up costs. Maybe for all the people in liquid who are rolling in the billions this isn't as big of a deal, but for poorer pilots, being able to afford billions worth of ships to be able to handle different situations (dreads, carriers, Armor T3, Shield T3, Ships to run sites in, etc.) takes a decent amount of isk. 3. Not consistent with rolling your static a lot. Sometimes you need to roll you static several times to get decent null sec / WH exits. Once you have those things though, I think the PvP can be pretty fun. Most of the big WH corps are just looking for goodfights because people don't care about losing the isk war that much. If you lose on someone else's turf they will probably scan you home once the main fight is over instead of trying to scan people down for hours. You also get new null sec exits nearly every day so the locals don't recognize you and you can catch things fairly easily.

It's not like they don't constantly get wormholes to normal space where they can find people using the map, just like everyone else. It's not like they don't have access to the rest of eve just because they live inside of a wormhole. Really, I think they just don't like the possibility of someone else being able to build up a real threat inside wormhole space, learning the ropes, and being able to harvest the same riches that got them in their position. I think you credit existing groups with far more organization than they actually possess. There is a certain amount of incestuous to-ing and fro-ing between various corps and alliances, but that doesn't really translate to a cartel that tries to keep people out. There is plenty of space in w-space and corps move in all the time - the largest reason why they fail is generally down to the same reason corps everywhere fail - inept leadership.

Not too sure on it all but can people "stack" the points accumulated with time so i can select what i want or is there some sort of required set of skills every new alt needs and are sold with? How much of a character should i buy? 6 months, a year of play? I just want to be able to hop into combat / mining at a decent level and go from there.

Having more SP is not going to make the game better / more enjoyable for you. If you have no idea what you are doing, or how to play more SP is not really going to help you. From a PvP perspective, if you are a new player- it doesn't matter if you have 50mil SP or 500K. You will still suck, and if you fly with me- you will be in a tackle merlin either way.
