Think it depends on the team comp, if you have enough slow there should be better alternatives, especially with the GA nerf I think it's probably better to go armor/mr instead of HP.
Maybe go RO instead?

EDIT: Omen actually doesn't sound terrible. Gives you an excuse for an early HoG too. I dunno, I can never justify that item, but I guess it would make some sense on him.

yea CD is amazing on xin too but its hard to justify getting golem buff with him. I usually grab a glacial shroud early. that with the CD runes makes me able to spam the hell out of my abilities while W is up (just another reason to build him tank)

I'm wondering if I even NEED manamune on Kog now.. I run him with 15 in utility and have mp5/lvl yellows and it seems to be enough if I'm careful about skills.

WIth manamune atleast I don't have to steal away blue anymore. Guess I will try out the Frozen,Banshee,Manamune build.

manamune is such an inconvenient item... uhg, I'm so pissed about it, lol.
it's like perfect for pantheon except that it doesn't make sense early enough... like, you simply cannot delay your brutalizer, and by the next back, it's already too late to have started getting mana regen stuff. So like, even though it looks like the perfect excuse to start cutting corners on mana regen runes, it's too late... meh... I dunno, might need to start rethinking everything...

hey guys, I'm currently level 18 and I'm saving up my IP to get a full page of T3 runes when I hit level 20. What kind of runes should I be aiming to get? Is it better for me to get runes specifically for one hero or should I go for generic runes that every hero can use such as CD reduction or movespeed/+xp runes?

yeah xin has the same problem. i need that HoG/recurve bow like IMMEDIATELY or i fall off the map... i'm thinking maybe i'll start opening with boots and as soon as i get enough for tear, back to buy it? i'm not sure. gonna need some testing

Flush out your page with T1 runes. Fiddle around with some different options if you're not lazy. I'd focus more on getting full Marks or Seals or Glyphs T3 before you worry about having full T3 pages. Also Quints are important and possibly very expensive (t3 ms quints = 2k).

I think it's really good on jungle Pantheon now that I think of it. Brutalizer isn't as vital on him so I could probably sneak the tear after wriggles and then upgrade to manamune post-brutalizer. Banshee's is usually my next item too, so it's nice that that incidental mana will also be a free little boost to damage.

The only runes that are (probably) worth the intial t3 investment before you know what hero you want to play are the Mp5pl Seals/Glyphs. They're both 205 cost each and are at the least very good for 2/3 of the heroes in the game. Otherwise, just buy t3 runes that fit the champions that you play/enjoy the most.

the cheap and always good runes are IMO:
seals: Mana Regen/Level (mp5pls), Armor glyphs: Mana Regen/Level, Magic Resist/Level
they're all 205 and generically good. The mana regens are easy mode on mana users and the others are just good and cheap (great for jungling, perfectly acceptable on non-mana users).
after that, most will tell you to do:
marks: Armor Penetration, Magic Penetration quints: Armor Penetration, Flat HP
They're all safe investments, but if you're looking for cheaper and more generic choices, Magic Resist Marks are decent. Quints are tricky just because the actually useful ones that are generic enough to use across roles are Flat HP and Movespeed, both of which are pricey.
Anyway, those are my thoughts from buying runes on my smurf after like 800 games on my main, lol.

I'm looking for a generic caster runeset. Originally I was just going to use my CDR runes for blue and add some AP yellows or Mpen, but now after reading that whole argument on whether or not CDR is useful, I'm second guessing myself. Is mana regen/level really that useful? It seems like such an infintessimally small amount... Casters I tend to use are Kass and Karthus.
