1) AI personality (some are more aggressive) 2) Their military strength relative to yours 3) Diplomatic relations (check the diplomatic relations page to see your history with a given AI and what the modifiers are)

I'm guessing in that guide the CB refers to Composite Bowman. Notice his screenshot has many Composite Bowman icons and he refers to them as able to take cities and chase barbs.

The most important and never-failing factor in this is the AI's military strength compared to yours. The AI will never attack you if he thinks he is weaker than you.
Beyond that, I am sure most people will tell you (based on anecdotal evidence) that an AI is more likely to dow you if he hates you. I personally think this is likely to be true, but I don't think we will ever know how much your relationship with an AI actually affects his decision-making.
Ultimately it depends on the AI. First of all, the AI personalities dictates that they hate you for different things and you can't please all of them. For example Ramasse will usually hate you a lot if you dow a couple of times on other people; on the other hand Napoleon doesn't care even if you dow every single living soul you see.
A declaration of friendship (dof) strongly affects the chance a particular AI will dow you. A lot of AIs are not willing to declare war on you while you two are publicly known as friends - and as far as how you can become friend with an AI, again this depends on the AI's personality. This is not infallible, however, as many AIs are more than capable of backstabbing you - Elizabeth and Dido are well-known examples.
There is a chart somewhere that shows the personality of all the AIs but I can't find it anymore. As you play more, however, you will definitely learn the AIs' traits. It doesn't take long to know, for example, Montezuma and Alexander are super-aggressive early on and will try to kill anyone insight.

the #1 rules to not get attack is to not settles forward to a Civ. They will hate you like hell for that. Specially if they are an aggresive civ like caesar, Alex, Napoleaon, mongole, etc.

I don't really see civ as a real world simulator, do you?
I'm fine with a challenge, but when that shit happens it's just boring and it offers no solutions to counterplay other than focusing on army/conquest, which is boring to be forced to do every time. Diplomacy in this game is just extremely underdeveloped, which is definitely noticable when you get to hear the same stupid punchline from the leaders 100's of times over the course of a game.

How exactly should I transition from a wide/ICS opener? For example in the picture above I took most of Rome's land with ICS... should I just keep going on conquest? It feels so hard to do anything else with ICS.
