I rather like how simple Index is in general as a series, I guess too many people botch up trying to make main characters complex. It was kind of a welcome change to have simple main characters and a set of decent 黒幕 with better complexity. But yeah, the only 'complex' character of a main character status is Accelerator, though Tsuchimikado and Laura are both quite decent supports.
I'm not limiting it to just main characters, I just think the characters in Index are really single-tracked and feel more like plot devices, which for the most part they are (not a whole lot of re-appearances). You get the two primarily manipulators (Laura and Crowley) and everyone else is pretty static from appearance to the current point. The only character that really exhibits any change and behavioral complexity is Accelerator, as he treads the line between hero and villain. That's really weird when you think about how many characters are in the series, how long the series is, and how many areas of "gray ground" the series really opens itself up to.

Agree, but I think Mikoto shows plenty of development throughout the series. However, the rest of the characters are static in their development.
What was so moe about the OreImo manga? I thought the manga was supposed to follow LN pretty accurately.
Misaka development is more like from Tsundere to awesome Tsundere, but yeah Index characters aren't exactly what we can call developed at all lol. Though it really isn't surprising considering that the real start of any 'series' like action didn't happen till well into vol 10, everything before that is pretty much fluff and backstory.
The first ep covered about three chapters of the manga and was pretty much exactly the same. I only saw one major difference in presentation. Just give it some time. The anime's gotta live up to it's name, after all.
