Kirei has no idea what he wants. He just knows that he enjoys seeing death and suffering, particularly of people he knows. He loves scripting the most terrifying of ends (ie. Kariya and Aoi). What he wanted to know was what he wanted from the Grail, as to the bitter end he never understood why the Grail selected him (twice!) and what his subconscious wish upon the Grail was.
