Amon has the stupid spirit bending thing Aang used at the end of the first series.
Maybe, the avatar powers were split, and Korra got all of the physical prowess of the avatar, and skill in the 4 elements, but "Amon" got all of the spiritual powers, also making him an avatar. It would also explain why Korra can't do any of the spiritual avatar stuff like avatar state and such.
Probably another explanation though. At the very least, I think Amon is a bender, otherwise how the hell would he learn to spirit bend?
